About this opportunity

The Defense Counterintelligence and Security Agency (DCSA) intends to solicit an IDIQ contract for mental health evaluations supporting security clearance adjudication, with responses to this Sources Sought and Request for Information (RFI) due by 1300 EST on July 20, 2026.

This is market research only; responses are not offers and cannot form a binding contract. DCSA seeks to establish the IDIQ with a five-year ordering period for DCSA and other Department of Defense entities (4th Estate and Military Services) to issue task orders against. The incumbent contractor is Thomas & Reed, LLC, which was previously awarded under a 100% 8(a) set-aside. The proposed contract structure is Non-Personal Services IDIQ with Firm-Fixed-Price unit price task orders; individual task orders permit up to a 12-month base period plus four 12-month option periods (or two option periods if awarded in the final year).

The contractor must supply licensed clinical psychologists and/or psychiatrists to conduct mental health evaluations—including those related to substance abuse—for cleared personnel and applicants. Evaluations shall include review of clinical and background investigative records, face-to-face clinical interviews (telehealth permitted with DCSA approval), mental health testing as clinically indicated, and detailed written reports. Mental health professionals may also be required to provide testimony at Defense Office of Hearings and Appeals administrative hearings.

Work is performed CONUS or outside CONUS, typically at the mental health professional's business location; if unavailable within the target location, services may be obtained within a 150-mile radius. NAICS code is 621330; PSC code is Q519. Responses should address clinical quality control processes, training on federal security clearance adjudicative guidelines, network establishment and scaling methodology, and pricing structures. Only U.S. companies and U.S. persons may respond.
