The Government seeks industrial sources capable of executing post-delivery availabilities, outfitting, Government Furnished Equipment (GFE) installation, and emergent or growth repairs for LSM-class vessels starting in FY29. The anticipated scope spans three primary phases: Fitting Out Availability (2–3 months) encompassing GFE installation for Command & Control Systems, weapons systems, deck equipment, and ship systems integration; Trials and Fleet Support Period including operational evaluation and 8-week Final Contract Trials; and Post Shakedown Availability (2–3 months) to correct deficiencies and finalize fit-out. Supporting activities include Item Unique Identification (IUID) compliance, Packaging, Handling, Storage, and Transportation (PHS&T) management, Crew Move-Aboard coordination for approximately 57 personnel, logistics and maintenance validation, Fleet Time industrial support, and strict export control compliance for ITAR and EAR-regulated systems.
The Government anticipates post-delivery activities for up to six vessels per year over approximately four years. Respondents must demonstrate facility capabilities including adequate pier space and draft capacity for 328-foot vessels, crane capacities, secure classified workspaces, crew support infrastructure, high-fidelity simulator hosting capability, and realistic scheduling assessments for 2–3-month availability periods.
