LSM POST-DELIVERY SOURCES SOUGHT / REQUEST FOR INFORMATION (RFI)

THIS SPECIAL NOTICE IS A SOURCES SOUGHT FOR MARKET RESEARCH AND IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT.

INTRODUCTION:

The Portfolio Acquisition Executive (PAE) Maritime is issuing this Special Notice on behalf of the Amphibious Assault and Connectors Program Office (PMS 317) to inform the Acquisition Strategy for the Post-Delivery phase of the Medium Landing Ship (LSM) Block 1 Program. The Government is conducting market research to identify parties with both interest and resources to execute post-delivery availabilities (PDA, FOA, PSA), outfitting, Government Furnished Equipment (GFE) installation and emergent/growth repairs for the LSM class vessels.

Executed under the Middle Tier of Acquisition (MTA) Rapid Fielding pathway, the LSM program leverages a proven Non-Developmental Vessel (NDV) baseline design, the Damen Landing Ship Transport (LST) 100, to rapidly deliver intra-theater lift capability. LSMs are designed to deliver vehicles, personnel, and cargo from shore-to-shore in support of distributed maritime operations and expeditionary advanced base operations.

PURPOSE:

From this Sources Sought, PAE Maritime is seeking to understand industrial sources interested in and capable of executing LSM Post-Delivery operations, while receiving the delivery of LSM’s from multiple shipyards for planning purposes. This is not a solicitation, and no contract will be awarded from this notice. Interested parties are reminded that they must comply with all U.S. export control laws and regulations, and that 10 U.S.C. § 8679 prohibits the construction or major modification of vessels in foreign shipyards.

ANTICIPATED SCOPE OF WORK STARTING IN FY29:

The information contained herein is based on the best information available at the time of publication, is subject to revision without notice, and is not binding upon the Government. The type of work to be accomplished under a potential LSM Post-Delivery contract involves multiple phases following the Vessel Construction Manager's (VCM) delivery:

Based on a notional LSM production schedule, the Government anticipates post-delivery activities for up to 6 ships per year over a minimum of approximately 4 years.

A. Anticipated Post-Delivery Phases:

1. Fitting Out Availability (FOA / PDA):

An approximate 2-to-3-month pier-side availability immediately following vessel delivery from the construction shipyard. Work primarily consists of providing industrial support for Government teams in the installation and integration of Government Furnished Equipment (GFE), including but not limited to:

· Command & Control Systems (e.g., CAC2S)

· Networks and Communications (e.g., Tactical/Broadband SATCOM, ADNS)

· Weapons and Armament (e.g., MK38 MOD 4 Gun Weapon System, .50 Cal mounts)

· Deck Equipment (e.g., 7M Rigid Inflatable Boat (RIB) Launch and Recovery Systems, Buoy Cranes)

· Ship Systems & Compartment Integration: Integrating and finalizing the Advanced Damage Control System (ADCS) and Engineering Control System (ECS).

2. Trials and Fleet Support Period:

Pier-side and underway operational evaluation, Fleet Time, and the 8-week Final Contract Trials (FCT) period, supported by the industrial and operational services described in Section B.5.

3. Post Shakedown Availability (PSA):

An approximate 2-to-3-month availability to correct trial deficiencies, complete remaining alterations, and finalize fit-out prior to the vessel sailing to its final OCONUS homeport (e.g., U.S. Pacific Fleet) by the Obligation Work Limiting Date (OWLD).

B. Supporting Activities Performed During One or More Phases:

1. Item Unique Identification (IUID) Compliance:

The post-delivery contractor shall be responsible for physically marking, validating, and updating the DoD IUID Registry for any equipment or GFE installed during the PDA/PSA phases, in strict accordance with DFARS 252.211-7003 and MIL-STD-130N. The contractor must coordinate with the Participating Acquisition Resource Managers (PARMs) to ensure pedigree data transfer.

2. Packaging, Handling, Storage, and Transportation (PHS&T) & Hazardous Material (HAZMAT) Management:

The contractor must provide secure, compliant warehousing and staging areas for incoming GFE and other required items. The contractor must demonstrate the capability to handle, label, and store hazardous materials (e.g., chemicals, gas bottles, lithium batteries) in accordance with NAVSUP PUB 573, OSHA standards (29 CFR 1910.1200), and DOT regulations (49 CFR, 172.704).

3. Crew Move-Aboard (CMA) & Familiarization Support:

Coordinating pier-side operations with a permanently assigned Navy/USMC crew of approximately 57 personnel) to include nearby office space. The contractor must facilitate safe vessel access, support GFE training/checkout (specifically for IT, ET, GM, and OS ratings), and manage concurrent outfitting operations while the crew takes custody of the vessel.

4. Logistics & Maintenance Validation:

During the PDA Phase and the trials-support period, the post-delivery yard will be required to utilize Navy contract design package (CDP) and Interactive Computer Aided Provisioning System (ICAPS) data to ensure maintenance accessibility, supporting the transition from the VCM construction phase to organic Navy maintenance (e.g., D-Level repair validations per the Core Logistics Analysis).

5. Fleet Time Industrial & Operational Support:

During Fleet Time and FCT, the post-delivery yard is anticipated to provide responsive industrial and waterfront support for Government-led testing, crew certification, and corrective actions. Required capabilities may include:

· Skilled trades and facilities to support troubleshooting and repair of HM&E systems and installed GFE

· Expedited receipt and delivery of repair parts and materials

· Fueling and Petroleum, Oil, and Lubricants (POL) handling, waste disposal, crane services, utilities, and other pier support

· Pier-side and on-call support for crew certification and underway events

· Coordination with Alteration Installation Teams (AITs), Test Directors, and trial teams, including access and equipment laydown areas.

6. Export Control - International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) The planned LSM post-delivery availability will include the installation, integration, and testing of sensitive Government Furnished Equipment (GFE), specifically Command and Control (C2) software, tactical network infrastructure, and radios. Because these systems and their associated technical data are strictly governed by ITAR (USML Categories XI/XIII) and EAR (600-Series) export controls, interested sources must provide a high-level summary of their compliance plan. Please briefly describe your shipyard’s:

· Active Technology Control Plan (TCP)

· Methodology for preventing 'deemed exports' (e.g., unauthorized visual or digital access by foreign nationals or non-cleared personnel) during shipboard integration,

· Capability to physically and logically secure C2 spaces and network data in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012

LSM CHARACTERISTICS:

The basic characteristics of the LSM design include:
