About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the procurement of a Technical Data Package (TDP) and Associated Rights for the Damen LST 100 landing ship design. The contract opportunity, identified as N00024-25-R-2414, is currently being considered as a sole source procurement under 10 U.S.C. 2304(c)(1), which allows for non-competitive contracting when only one responsible source can satisfy agency requirements. The intended recipient is Damen Naval, located in Vlissingen, The Netherlands. Interested parties have until April 23, 2025, to identify their capabilities or submit potential responses, with the government reserving the right to evaluate competitive alternatives within fifteen days of the notice's publication. Any proposals received during this period will be reviewed to determine whether a competitive procurement might be more appropriate.
The pre-solicitation notice does not indicate a specific set-aside designation and provides no explicit details about potential contract value or precise quantity of technical documentation to be acquired. The contract falls under the Ship Building and Repairing NAICS category (336611) and the Combat Ships and Landing Vessels PSC category (1905). While the government emphasizes that this notice is purely informational and does not constitute a commitment to solicit or award a contract, it suggests potential subcontracting opportunities might exist for parties interested in working with Damen Naval. The procurement is specifically focused on obtaining design rights for a Medium Landing Ship (LSM) Block 1 Design, with the LST-100 model being the focal point. Potential respondents should be aware that the government retains full discretion in determining the procurement approach and will announce any future competitive solicitations through the System for Award Management (SAM).
