About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking engineering support services for the Medium Landing Ship (LSM) Program, specifically to support the LST 100 design basis established by the Navy. The Government intends to pursue this procurement on a sole source basis under Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), citing that only one responsible source can satisfy the agency's requirements. The pre-solicitation notice was posted on December 5, 2025, with a deadline of December 20, 2025, for interested parties to submit responses regarding their capability and interest. This notice explicitly states that all proposals received within fifteen days of publication will be considered by the Government to determine whether to conduct a competitive procurement, though the Government reserves the right to proceed with sole source procurement at its sole discretion. Evaluation criteria and specific contract requirements have not been detailed in this pre-solicitation notice, as the Government is still in the planning phase of this procurement action.
This procurement carries no set-aside designation and is intended as a contract modification to existing Contract No. N00024-25-C-2414 with Damen Naval of Vlissingen, The Netherlands, the current contractor providing the LST 100 design basis. The pre-solicitation notice does not specify award values, budget ranges, or timeline details for the engineering support services to be provided. Interested parties seeking subcontracting opportunities are directed to contact Damen Naval directly. The Government has explicitly disclaimed that this notice constitutes a commitment to solicit offers or award contracts, and any competitive solicitation issued in the future will be announced separately through the System for Award Management (SAM). Potential respondents should note that the Government will not reimburse costs associated with submitting questions or information in response to this pre-solicitation notice.
Notice text

The Naval Sea Systems Command intends to modify Contract No. N00024-25-C-2414 with Damen Naval, De Willem Ruysstraat 99, 4381 NK, Vlissingen, The Netherlands, to provide engineering support to the LSM Program. The Government intends to solicit and negotiate the proposed contract action on a sole source basis under the authority of 10 U.S.C. § 2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), “Only one responsible source and no other supplies or services will satisfy agency requirements.” Parties interested in subcontracting opportunities should contact Damen Naval directly.
Disclaimer: This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. If a competitive solicitation is issued in the future, it will be announced via SAM, and interested parties must comply with that announcement.
This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
