About this opportunity
The Department of Agriculture Forest Service seeks fencing and entrance gate rehabilitation at the Medicine Mountain National Historical Landmark site near Lovell, Wyoming, with quotes due July 16, 2026, at 9:00 a.m. Central Time. This is a total small business set-aside with a firm fixed-price contract structure.
Place of performance is Lovell, Wyoming, approximately 12 miles south of the Montana border. Work must be completed within 45 calendar days after notice to proceed, no later than September 15, 2026, and the contractor must commence work within 10 calendar days of receiving notice to proceed. Work cannot be performed on July 10 or August 7, 2026, due to site restrictions. Work hours are limited to legal sunrise to sunset only.
The primary scope includes removal and replacement of untreated wood fencing (38 posts), installation of 330 linear feet of rope, and gate and hardware rehabilitation. Posts must be 12-inch diameter, pressure-treated using the Empty Cell Process with copper naphthenate solution (6–8 percent copper content), conforming to AASHTO M168 and AWPA U1 standards. Rope shall be 1 inch nominal diameter in Jute, Manila, or synthetic hemp in neutral earth tones. Hardware shall be galvanized grade X minimum. Optional line items include parking barrier installation (48 units), sign installation with government-furnished items (6 signs), and flagpole rehabilitation. The NAICS code is 238990. Contract magnitude is $25,000–$100,000.
Questions are due June 23, 2026, at 9:00 a.m. Central Time. A non-mandatory but highly encouraged site visit was held June 17, 2026. Amendment One, posted June 23, 2026, identified two site attendees (Big Sky Dirt Works and Excavation LLC and Copper Creek Construction LLC) and confirmed government-furnished materials will be located at Porcupine Ranger Station.
Offerors must submit technical approach documentation (1–2 pages), a construction schedule (Gantt Chart), and pricing via Excel spreadsheet. Performance and payment bonds are required. Davis-Bacon Act prevailing wage rates apply. Evaluation considers technical approach confidence rating and pricing on a best-value basis.
