Subject: Notice of Award (RFP) No. 2016-N-17825
Title: Medical/Scientific, Administrative, and Professional/Technical Support Services (MAPSS)
The term of this Indefinite Delivery Indefinite Quality (IDIQ) contract is 60 months.
Type of Contract: This is a multiple award, IDIQ-type contract. At the discretion of the Contracting Officer, the government may use a variety of task order types under this contract, including Firm Fixed Price, Time and Materials, Labor-Hour or Cost Reimbursement.
This action was posted at www.fbo.gov. The Selection of the successful offerors was based on the criteria contained in the RFP under M-Evaluation Factors for Award. The start date of this IDIQ award will begin August 21, 2017. The period of performance is August 21, 2017 - August 20, 2022.
The aggregate maximum value of all combined task order issued and awarded under each contract over the 5 year period shall not exceed $45,000,000.00. The overall aggregate maximum value for ALL contracts cumulatively will be $45,000,000.00.
This letter serves to officially notify the following contract awardees that the Centers for Disease Control and Prevention (CDC) has awarded the contracts to the following contractors (SEE ATTACHMENT FOR ADDITIONAL DETAILS):

1. This is Amendment 00001 to Solicitation No. 2016-N-17825.
2. The due date of the proposals is exteneded to Wednesday July 6, 2016 at 10:00 AM, Eastern Standard Time.
3. Offerors are advised to read the entire revised Solicitation and review all changes described in the attached Amendment 0001
4. In accordance with FAR 19.1303 (d), "To be eligible for a HUBZone contract under this section, a HUBZone small business concern must be a HUBZone small business concern both at the time of its initial offer and at the time of contract award. Therefore, offerors are required and shall provide a copy of their HUBZone Certificate that has been certified by the Small Business Administration at the time of the submission of their initial proposal. The certificate is to be placed in the offeror's Volume II - Business Proposal, Contract Proposal Cover Section.
Additionally, Offerors are strongly encouraged to read FAR Clause 52.219-3, Notice of HUBZone Set-Aside or Sole Source Award, and FAR Part 19.13, HUBZone Program.

a. Extend the due date for proposals out to June 30, 2016 at 10:00 AM Eastern Standard Time
b. Add the agenda from the Pre-proposal conference
c. Add the slides from the Pre-proposal conference
d. Add the registration list of all contractors who attended the Pre-proposal conference
e. The answers to the questions submitted for this RFP will be posted on or before June 14, 2016.

The Centers for Disease Control and Prevention (CDC), Noncommunicable Diseases Branch intends to issue a solicitation for Medical/Scientific, Administrative, and Professional/Technical Support Services (MAPSS). CDC's mission is to promote the health and quality of life by preventing and controlling disease, injury, and disability. As part of this mission, CDC is tasked with implementing programs to ensure that people around the world will live safer, healthier lives through protecting Americans from health threats via a prevention, detection and response network and establishing CDC as trusted and effective resources for health development for all Americans. CDC addresses critical public health challenges through working with a diverse set of partners to support the development and implementation of appropriate public health interventions. Through health promotion activities, CDC contributes to reductions in morbidity and mortality.
The objective of this procurement is to provide CDC with a ready source of medical/scientific, administrative, professional/technical expertise to include, but not limited to, epidemiologic studies, surveillance, surveys, data collection and analysis, environmental, chemical and safety engineering, industrial hygiene, sampling, program analysis and evaluation, field training, information dissemination, and response to disaster events in support of the environmental public health programs it conducts.
This requirement is a 100% competitive HUBZone set-aside competed under the North American Industrial Classification System (NAICS) code of 541990 - All Other Professional, Scientific, and Technical Services with a small business size standard of $15.0 million. The resultant award is expected to be a multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with the ability to issue firm-fixed-price, cost reimbursable, and time and material type task orders. The period of performance will be for sixty (60) months. The contract ceiling price is $50 million with a total guaranteed minimum of $10,000.
This notice is not a request for proposals. No response to this notice is requested or required. The solicitation will be posted on FedBizOpps on or about May 17, 2016. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. The government will not maintain a bidder's list for this procurement. Interested parties are responsible for monitoring FedBizOpps regularly for release of the solicitation and any amendments.
