The contractor must provide access to a multidisciplinary medical simulation center capable of accommodating 60-75 government personnel, featuring an auditorium/conference room, a minimum of four medical simulation suites with audio-visual recording capability, and nine additional rooms for training and staging areas totaling 15 rooms. The facility will replicate various medical treatment environments including emergency rooms, intensive care units, operating rooms, and ancillary services such as radiology, laboratory, pharmacy, and a Tactical Operations Center. Proposals will be evaluated using a comparative method under FAR 13, with technical capabilities being significantly more important than price, followed by experience and past performance, and then cost/pricing considerations. The solicitation has been amended multiple times, with the current proposal submission deadline of August 1, 2025, and a questions cutoff date of July 14, 2025 at 12:00 PM CST.

This procurement is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 611310 (Professional Training Services), though the current solicitation description indicates "No Set-Aside Used." The contract performance period spans four consecutive years from September 1, 2025 to August 31, 2029, with training sessions occurring 4-10 times annually over three-day periods (Friday through Sunday). The indefinite-quantity contract structure includes firm fixed pricing for 10 medical simulation training sessions per performance period, with the contractor required to provide qualified personnel across five labor categories including Education Specialist, Education Coordinator, Simulation Technologist positions, Simulation Operations Specialist/IT/AV Support, and Administrative and Operations Manager. Performance will take place in Falls Church, Virginia, with the government providing high-fidelity manikins, medical simulators, and necessary supplies while the contractor furnishes facility access, equipment operation, and administrative support services.
