About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) for Medical Simulation Training Services for the US Army Reserve Medical Command. The solicitation (W81K0425RA020) is a Women-Owned Small Business (WOSB) set-aside contract for medical simulation training support services, with a performance period from 01 August 2025 to 31 July 2029. The contractor will be required to provide a multidisciplinary medical simulation center capable of accommodating 60-75 government personnel, with a minimum of 15 rooms including an auditorium/conference room, four medical simulation suites with audio-visual recording, and additional rooms for simulated ancillary services.
The solicitation uses a comparative evaluation method, with technical approach being significantly more important than price, and experience/past performance being more important than price. Offerors must submit proposals in four volumes: Administrative, Technical, Past Performance, and Pricing, with specific page limits and formatting requirements. The proposal must be submitted electronically to the Health Readiness Contracting Office by 12:00 PM Central Time on 23 July 2025. The North American Industry Classification System (NAICS) code is 611310, with a size standard that defines the small business qualification. Proposals will be evaluated on technical capabilities, experience, past performance, and cost, with the government reserving the right to make an award based on initial proposals without discussions.

52.212-2 Evaluation-Commercial Products and Commercial Services. (Tailored) (Nov 2021)
Evaluation-Commercial Products and Commercial Services (Nov 2021)
ADDENDUM TO 52.212-2
Pursuant to FAR 12.301(c), FAR Provision 52.212-2,Evaluation - Commercial Products and Commercial Services. is replaced in its entirety by this addendum as follows:
a) Basis for Award:
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. Award will be made using the comparative evaluation method in FAR 13.106-2. The following factors shall be used to evaluate offers:
I. (Significantly More Important Than Price): This factor assesses the offeror's understanding of the requirements and Technical Approach the feasibility and effectiveness of their proposed approach to performing the services described in the Performance Work Statement (PWS).
II. (More Important Than Price): This factor assesses the offeror's relevant experience and past Experience and Past Performance performance in providing similar services.
III. This factor assesses the reasonableness and realism of the offeror's proposed price/cost.Price/Cost:
b) Relative Importance of Factors:
Technical Approach is significantly more important than price. Experience and Past Performance is more important than price. All non-price factors, when combined, are significantly more important than price.
c) Evaluation Process:
The Government will evaluate offers based on a comparative assessment of the evaluation factors described above. A comparative assessment means that the Government will evaluate proposals side-by-side, looking for relative strengths and weaknesses rather than assigning numerical scores or adjectival ratings. The Government will review the Technical Approach, Experience/Past Performance, and Price/Cost to determine which proposal offers the best overall value to the Government.
1. Technical Approach: The Government will evaluate the offeror's understanding of the requirements, the soundness and feasibility of the proposed approach, and the offeror's ability to mitigate potential risks. Key considerations include:
- Understanding of Requirements: Does the offeror clearly demonstrate an understanding of the tasks outlined in the PWS?
- Importance of Facility: Does the offeror address all of the requirements for the medical simulation training facility that is described in the
PWS?
- Technical Soundness: Is the proposed methodology logical and effective for accomplishing the work, including specific techniques, personnel, and processes?
- Risk Mitigation: Does the offeror identify potential risks and propose realistic and effective mitigation strategies?
- Innovation/Efficiency (Optional): Does the offeror offer innovative approaches or methods that could improve efficiency or effectiveness?
2. Experience and Past Performance: The Government will evaluate the offeror's relevant experience and past performance in providing similar services. Key considerations include:
- Relevance of Experience: Does the offeror demonstrate experience performing similar work, including the size, scope, and complexity of previous projects? How closely does the experience align with therequirements of this solicitation?
- Past Performance Record: Does the offeror provide evidence of satisfactory past performance, including adherence to schedules, cost control, and quality of work? (The Government may consider CPARS,references, or other relevant sources.)
- Customer Satisfaction: Is there evidence of positive customer feedback and a history of resolving issues effectively?
3. Price/Cost: The Government will evaluate the reasonableness and realism of the offeror's proposed price/cost. Key considerations include:
- Price Reasonableness: Is the proposed price fair and reasonable compared to market prices, independent government estimates, andother offers received?
- Cost Realism: Are the proposed costs realistic and reflective of a clear understanding of the resources required to perform the work? Are thereany inconsistencies or unrealistically low pricing?
- Overall Value: Does the overall price represent a good value to the Government, considering the technical approach and experience offered?
4. Tradeoffs: The Government may make award to an offeror whose proposal is not the lowest priced but is determined to represent the best value to the Government. This may result in an award being made to a higher-rated, higher-priced offeror, where the Contracting Officer determines that the benefits (Technical Capability and/ or Experience and Past Performance)submitted by the offeror outweighs the cost difference.
5. Discussions: The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
