About this opportunity
The Indian Health Service (IHS), under the Department of Health and Human Services, issued a Special Notice on April 16, 2026, regarding medical records review services for the Northern Navajo Medical Center (NNMC) located in Shiprock, New Mexico. The government intends to award a sole source contract valued at $19 million to The Hardenbergh Group Inc., which currently provides these services to the facility. This notice is published in accordance with Federal Acquisition Regulation 12.102(a), which permits sole source awards when circumstances warrant that only one source is reasonably available. The notice does not constitute a request for quotations, and no formal solicitation will be issued unless the government determines competition is warranted based on responses received.
The primary objective of this contract is to ensure ongoing Professional Practice Evaluation (OPPE) and external peer review services for NNMC and the Shiprock Service Unit, comprising three healthcare facilities serving the Navajo Nation. Prospective contractors or parties with relevant capabilities must submit a capability statement via electronic mail to Contract Specialist Melissa Lake at Melissa.Lake@ihs.gov by 10:00 AM MDT on April 23, 2026—the sole deadline and submission method accepted by the government. The contract scope includes approximately 500 to 600 medical chart reviews annually across fourteen clinical departments, with reviews to be completed within 21 days of receipt and quarterly provider reviews to ensure compliance with standards of care. All assigned reviewers must be board-certified physicians with no conflicts of interest, and the contractor must comply with HIPAA requirements as a Business Associate. The contract covers a three-year period from May 2026 through May 2029, with a 12-month base year and two 12-month option years.
