About this opportunity
The U.S. Department of Health and Human Services Indian Health Service, Bemidji Area intends to award a sole-source firm-fixed-price contract to Solventum Health Information Systems, Inc. for medical records coding software at Cass Lake Indian Hospital, Cass Lake, Minnesota, with a response deadline of September 19, 2026. This is an 8(a) sole-source procurement under FAR 6.302-1 authority. The estimated contract value is $186,724.83 for a base year plus four option years at $37,387.22 annually. Solventum's encoding software is the only available product that interfaces with the IHS Resource Patient Management system, which the agency is mandated to use, and is uniquely capable of containing both ICD-9 and ICD-10 codes. Cass Lake Service Unit has used Solventum software for over a decade; staff are extensively trained on the system, pricing has decreased while productivity increased, and the software includes comprehensive coding reference materials, eliminating the need for separate reference book purchases. Market research confirmed competing vendors lack compatibility with the required patient management system. The contract is structured under FAR Part 12, Acquisition of Commercial Items. NAICS code 541519; PSC Q601. Interested parties may submit capability statements or quotes to Contract Specialist Mary Simon at mary.simon2@ihs.gov.
