About this opportunity

The Minnesota Air National Guard (133rd Airlift Wing) is seeking to procure six Medical Monitor Simulator packages for training purposes, with a solicitation released on February 19, 2025, and quotes due by March 21, 2025. The solicitation is a combined synopsis/Request for Quotation (RFQ) for commercial items using NAICS code 339112, with a business size standard of 1,000 employees. Each simulator package must include comprehensive medical training equipment such as vitals monitors, defibrillators, AEDs, and ventilators with advanced capabilities like custom scenario creation, ECG waveform control, and remote proctoring functionality. The government will evaluate quotes based on best value, considering price, technical acceptability, equipment capabilities, delivery time, and past performance, with non-price factors being considered equally important to price. Vendors are encouraged to submit multiple and innovative solutions, and must be registered in SAM.gov to be eligible.

The solicitation is unrestricted and not set aside for small businesses, allowing broad competition for the firm-fixed-price contract. The place of performance is located in St. Paul, Minnesota, with a specific requirement that the medical simulation equipment be portable by one person and include a minimum one-year warranty. Quotes must be submitted electronically and include Tax ID, CAGE Code, and Unique Entity Identifier (UEI) information. The government reserves the right to make partial or multiple awards and will consider standing quotes if they are in the government's best interest. Electronic documents must be submitted in standard Microsoft or Adobe formats with a file size under 10MB, and all questions should be directed to the Contracting Officer via email. While no specific award value is disclosed, the solicitation indicates the intent to issue one contract with potential flexibility for multiple awards.
