About this opportunity
The Defense Health Agency seeks medical linen rental services for the 377th Medical Group at Kirtland Air Force Base in Albuquerque, New Mexico, with quotes due June 8, 2026 (amended from June 4); questions are due June 2. This is a full and open competition RFQ under commercial services authority (FAR Subpart 12.6), with no set-aside.
Place of performance is Building 47, 377th Medical Group Loading Dock, 1501 San Pedro Dr. SE, Albuquerque, NM 87117. The NAICS code is 812320, Drycleaning and Laundry Services (except Coin-Operated), with a small business size standard of $8.0 million. PSC is S209, Housekeeping—Laundry/Drycleaning Services.
The contractor must provide weekly pickup and delivery of clean, sanitized linen every Tuesday between 11:30 AM and 3:30 PM ET. All items must be free of visible dirt, debris, dampness, offensive odors, mildew, and chemical residue, treated with residual self-sanitizing germicide, and processed separately from other customers' items. The contractor furnishes pickup and delivery vehicles, laundry carts with daily germicide cleaning, and a contract manager available during normal business hours (Monday–Friday, 7:30 AM–4:30 PM). Contaminated items (particularly those with blood or bodily fluids) must be segregated, and lost items must be replaced within two business days. Quality assurance requires monthly 100% surveillance for cleanliness and timeliness with zero discrepancies acceptable, plus quarterly random sampling for pickup compliance allowing no more than one discrepancy.
The Performance Work Statement was revised June 4, 2026. This is a new requirement with no incumbent contractor. The Service Contract Labor Standards and Fair Labor Standards Act apply. Department of Labor Wage Determination Number 2015-5443, Revision 28 (dated May 13, 2026) governs prevailing wage rates for Bernalillo, Sandoval, Torrance, and Valencia counties.
Contract period is one one-year base period (July 1, 2026–June 30, 2027) plus four one-year option periods through June 30, 2031. Award will go to the lowest price, technically acceptable quotation from a responsible quoter.
