About this opportunity

The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) published this Special Notice on February 9, 2026, to announce the Medical Facilities Architect-Engineer Services (MFAES) 4.0 acquisition and conduct early-stage market research. Amendment 1 to the Special Notice, posted March 12, 2026, provides responses to contractor questions, the industry day presentation materials, and a participation list from the February 25, 2026 virtual industry day event. This multiple award, indefinite delivery contract (MATOC) is valued at approximately $200 million and will cover architect-engineer services under NAICS code 541330 with a small business size standard of $25.5 million. The geographic scope encompasses military medical facilities in Belgium, Germany, the United Kingdom, Italy, Japan, and the Republic of Korea.

The purpose of this Special Notice is to solicit prospective contractors and gather market intelligence for the upcoming MFAES 4.0 solicitation, which is anticipated for release in June or July 2026. The government intends to make four unrestricted awards and four restricted small business reserve awards under Section 1331 of the Small Business JOBS Act, with task orders under $1 million set aside for small businesses unless technical complexity warrants otherwise. Contractors interested in participating must register in the System for Award Management (SAM) under NAICS code 541330 and be prepared to meet mandatory requirements including Cybersecurity Maturity Model Certification (CMMC) Level 1 certification, a qualified safety official on-site during all work, and an eight-page accident prevention plan. The contract will use SF 330 A&E qualifications criteria for selection, emphasizing specialized experience, technical competence, professional qualifications, past performance, and knowledge of locality, with relevant project examples required from the past five years.
