About this file
This is an edited transcript of the February 25, 2026 Industry Day presentation for the MFAES 4.0 (Military Facilities and Engineering Services 4.0) contract opportunity conducted by the Department of the Army Corps of Engineers, Huntsville Engineering and Support Center.
The government is conducting early-stage market research for a multiple award, indefinite delivery contract (MATOC) valued at approximately $200 million. The contract will cover engineering services (NAICS code 541330) with a small business size standard of $25.5 million. The period of performance consists of a one-third year base period followed by two two-year option periods, totaling seven years if options are exercised. Work will be issued via firm fixed-price negotiated task orders, and the contract will include FAR clause 52.217-8 allowing for a six-month extension. Selection will be qualification-based using SF 330 A&E qualifications criteria, including specialized experience, technical competence, professional qualifications, past performance, and knowledge of locality. The government intends to make four unrestricted awards and four restricted small business reserve awards under Section 1331 of the Small Business JOBS Act of 2010. Task orders estimated below $1 million will be set aside for small businesses unless technical complexity warrants otherwise. FAR 52.219-14 limitations on subcontracting will apply to prime small business concerns. The anticipated solicitation timeline is June or July 2026, subject to approval of supporting documentation. Geographic scope includes Belgium, Germany, the United Kingdom, Italy, Japan, and the Republic of Korea. The government will post the synopsis, presentation slides, attendee list, and recorded event to SAM.gov no later than March 13, 2026. Safety requirements will follow the updated EM385-1-1 standard issued in March 2024, requiring an eight-page accident prevention plan worksheet and a qualified safety official employed by the prime contractor on-site during all work.

/////////////////////////////// Transcript begins here /////////////////////////////
Good afternoon, everyone.
I am just going to give a brief overview of the acquisition approach. As Eddie mentioned earlier, we are in the very early stages of market research.
Nothing has been approved at this time, but I can give you some information. Next slide please.
The NAICS code for MFAES'S is 541330, which is engineering services and that's a small business size standard of 25.5 million.
Currently, we're anticipating the contract value to be 200 million with a period of performance of 1/3 year base period. And then two two year option periods for a total of seven years if the options are exercised.
The contract will also include the far clause 52.217-8, Option to extend services which will allow for a six month extension if needed.
We're looking at a MATOC, so a multiple award, indefinite delivery contract suite and all work will be issued by firm, fixed priced negotiated task orders.
Next slide.
Selection of firms will be qualification based.
This next information is either coming from DFAR, AFAR's PGI, or EP715-1-7 selection criteria.
The award will be made to the most highly qualified firms as determined by an evaluation of criteria that's provided in the SF 330, which is the A&E qualifications of specialized, experienced and technical competence, professional qualifications, past performance capacity, knowledge of locality and any other app selection criteria that we may deem necessary.
There also will be secondary criteria that will be identified.
Side on the selection board would use that as a tiebreaker if necessary.
That will be in the synopsis and listed separately in relative order of importance after the listing of the primary selection criteria.
Next slide.
The IDC will include a portion of the rewards being reserved for small business concerns under section 1331 of the Small Business JOBS Act of 2010 in Public Law
111-240.
Currently the intent is to make 4 unrestricted awards and four restricted small business reserve awards.
However, the government will issue a single unrestricted synopsis instead of two separate pools.
The IDC will allow small businesses to be considered for each task order. However, task orders estimated at less than one million will be set aside unless the determination is made that the requirement is not appropriate based on technical complexity.
Far 52219 dash 14 limitations in subcontracting will still apply to prime small business concerns.
And then my last slide doesn't really provide a lot of information because as I mentioned, we're very early.
Market research is still ongoing.
That's the whole purpose of this industry day. We did have the sources back in
August that closed end of October.
And we'll continue to work on documents. And once everything is approved, then you can look for the synopsis and then after that will come the RFPP and everything else that we need to deal with.
And obviously things will be posted to Sam once they become available.
Next up, I will turn it over to miss Nicole Boone, who's our chief of the Office of Small
Business. Not included.
Lewis, Todd Duncan CIV USARMY CEHNC (USA) 49:48
Hello everyone.
Todd Lewis, I am the Medical division safety manager.
I have one slide. I just wanted to give you a 30,000 foot look of what we got coming forward in March of 2024. We came out with a new EM385-1-1.
With that came some new requirements.
A new requirement is our safety plan.
That's the accident prevention plan. It is now required to be completed on a worksheet, so there's an 8 page worksheet sheet out there that's a PDF.
There's a new requirement to fill that out.
It kind of helps me out.
We're no longer looking at 400 page safety plans.
It kind of streamlines the process. It has to be site specific.
There's a little bit more stringent than OSHA.
It has to be specific to the task that we're working on.
It must have a qualified safety official on site at all times. The work be is being completed.
They have to be employed by the prime.
That's gonna be built into the statement of work of the PWS to say that that individual is coming from the prime contractor and is gonna liaise with me to make sure that we're that we're safe and we're in compliant with the EM3.
There's a shift in the book.
We've gone away from sections.
We're now in chapters.
Chapter 2 is the one that speaks directly to contractors.
So all the information is going to come right out of Chapter 2.
All the references and all my all my documents are going to come right out of
Chapter 2.
All of my plans, all of the guidance there and all the details, they're going to be needed again going to be located in Chapter 2. We have implemented the safety management system here in Huntsville Center across the Corps of Engineers. We believe the safety is a top down, very proactive approach.
It's not reactive.
So that means we have leading indicators.
That means the training, the documentation, the proof that there the items are being done because we're still the army.
So if you didn't write it down, it didn't happen.
We'd like to see near miss reporting mitigation and controls investigating all issues sharing those lessons learned across the.
The community of practice and it's must it is a must.
That they are very proactive in their approach for injury prevention and illness programs. I know it was quick and down and dirty, but when we get deeper into the weeds here, I will be your resource and be happy to help you to make sure that we are compliant.
With the new standards, that's all I have.
Thank you.
Sebben, Johnna M CIV USARMY CEHNC (USA) 52:03
Thanks Todd.
Appreciate it.
That concludes our portion of this presentation.
We can now open it up for questions.
I think what we'll do is first address the ones in the chat and then we can have everybody come off mic. If you have a question, just raise your hand and we will attempt to answer them as best as we can.
We do have a little over 1/2 an hour left.
Anything that needs a little bit more research to come up with an answer for.
Will answer those.
When we post it onto Sam along with this presentation and the recording of this call.
So let me scroll up here to the first question that we have.
I see.
Someone asked us to show the current firms. Slide again, whoever's running the slide deck. Can you go back to that?
It'll also be in the presentation when we post that to Sam.
OK.
No problem, I'll just.
I'll move on to the next one.
We have a question with the new N DAA authority for Progressive design build as an acquisition tool.
Will that be included as part of services?
Tammy Daniel, do either of you know the answer to that?
Thank you.
Next question we have knowing you're still sorting out the timeline, what's the earliest you think the solicitation will come out?
On our latest milestone schedule, we have it around the June July time frame with the government shutdown we were kind of pushed back a little bit. So I don't know if that is still 100% accurate.
As I mentioned earlier, we are in the early stages of market research and then we have all of our Reports and Papers that we have to submit for approval and a lot of when we post the synopsis will be based on how quickly those get approved and how much back and forth we have to do before we do get the approval. So right now we're shooting for June or July.
The geographic scope of this contract that was covered on, I think one of Daniel's slides.
Page 6.
We got Belgium, Germany, the UK, Italy, Japan and the Republic of Korea.
Next question, will the VA be able to use the contract?
Tammy, do you want to handle that one?
Thank you.
Next question for this contract, do you see any CMMC requirements above level one?
It doesn't seem like anything should be required at level 2.
What level do you think this will come out as?
I don't know if that question was answered in glace.
Thanks, clay.
Next question, do you see the personnel requirements staying the same as in May?
These three dot O are you adding or deleting any requirements?
For example, removing lead certification requirements. Now that lead isn't going to be pursued, Tammy.
I think the next one is directed to you as well.
Tammy, do you have a list of potential projects and budgets under MIFI'S?
And then how does EM oh go ahead.
Thanks, clay.
Last question in the chat is how does EM385-1-11 apply to site investigations for design or studies?
Tammy or Daniel?
Thanks Daniel.
Eddie, if you can have everybody be able to unmute themselves, we'll open it up for questions now and then.
Brad, you had that last question about the EM385-1-1, if you want to come on, Mike, and if you have any additional follow up questions or if not that's fine too.
Brad Carne 1:00:45
That answered it. Thank you.
Sebben, Johnna M CIV USARMY CEHNC (USA) 1:00:47
You're welcome.
Thank you if anyone has a question, go ahead and raise your hand and we'll call on you.
I do not see any questions.
If something comes up later.
And oh, here we go. Go ahead.
Dave Caldwell, Pond & Company 1:01:10
All right, anymore group.
Sebben, Johnna M CIV USARMY CEHNC (USA) 1:01:11
Gage.
Dave Caldwell, Pond & Company 1:01:15
Or this time.
Yeah, sorry about that. I'm in the airport.
Are you gonna put out a pre solicitation on this one?
And solicited input on the actual station. Or because it's so close to AP 3.0 or you just gonna probably put out a solicitation in the concepts.
Sebben, Johnna M CIV USARMY CEHNC (USA) 1:01:35
Well we'll probably just go ahead and put out the, the synopsis and then go straight to the RFP piece once that's decided on.
But again, everything's subject to change so.
Dave Caldwell, Pond & Company 1:01:46
OK. Yeah.
Sebben, Johnna M CIV USARMY CEHNC (USA) 1:01:57
Yeah.
Go ahead, M's foster.
Bellandra Foster, Ph.D., P.E. 1:02:03
Yes, I'm interested in teaming opportunities.
Is there gonna be access on the sam.gov site to the attendees?
I did take pictures and is there a way to inquire about teaming opportunities for this app for when it comes out?
Thank you so much.
Sebben, Johnna M CIV USARMY CEHNC (USA) 1:02:21
Yeah, we will have a list of all attendees posted to Sam. Gov. Along with this, the presentation slides and any other questions that might come up, responses to those as well.
So there'll be opportunities for you to reach out.
Bellandra Foster, Ph.D., P.E. 1:02:38
Sebben, Johnna M CIV USARMY CEHNC (USA) 1:02:39
You're welcome.
Any other questions?
OK. Well to wrap this up, just remember everything is subject to change.
We are very early in this.
Keep following Sam Gov for any updates that might come up.
There's an e-mail box that is available here on this last fly that you can submit any additional questions too if you think of something, we will have final responses to questions these slides, the attendee list and the recorded event.
Posted.
