About this opportunity

MEDCOM seeks a contractor to furnish qualified Fee Basis Providers (FBPs)—physicians (MD/DO), certified nurse practitioners (CNP), and physician assistants (PA)—to perform medical-history reviews, medical evaluations, and reviews of medical tests and records to determine whether military applicants meet applicable medical accession standards. The requirement is authorized under 10 USC 1089 and 10 USC 1091 for personal health-care services.
Performance covers 66 Military Entrance Processing Stations (MEPS), HQ USMEPCOM, and other Government-designated locations throughout the continental United States, Alaska, Hawaii, and Puerto Rico. The ordering period runs from July 2027 through June 2032, preceded by a 120-calendar-day phase-in period. The contractor bears responsibility for recruitment, credentialing, training, scheduling, travel administration, quality control, and transition activities.
FBPs must maintain current, unrestricted medical licenses, Basic Life Support certification, and favorably adjudicated Tier 1 security clearances with Common Access Cards. All contractor personnel must complete mandatory training in Anti-Terrorism Level I, OPSEC, iWATCH, Information Assurance, PII safeguarding, Sexual Harassment/Assault Response and Prevention (SHARP), Threat Awareness Reporting Program (TARP), and MHS Genesis system access. The contract imposes strict HIPAA Business Associate Agreement compliance, handling of Personally Identifiable Information (PII), Protected Health Information (PHI), and Controlled Unclassified Information (CUI).
MEDCOM is soliciting industry feedback on staffing and recruitment strategies, pricing mechanisms, performance metrics (including a 93% fill rate acceptance quality level), transition feasibility, and small business capabilities across HUBZone, WOSB, SDVOSB, and 8(a) categories.
