About this opportunity

The Department of the Army Medical Command (MEDCOM) has published a Special Notice announcing its intent to award a sole-source, firm-fixed-price purchase order to Baylor University for the MEDCoE Doctor of Occupational Therapy program. This opportunity was posted on January 6, 2026, with a due date of January 8, 2026. The contracting action is being pursued under simplified procedures authority, as the government has determined that Baylor University is the only responsible source capable of meeting its requirements. The procurement falls under NAICS Code 611310 (Colleges, Universities, and Professional Schools) and is classified as an Education/Training certification and accreditation service. No set-asides are being utilized for this contract action.

The objective of this contract is to establish a partnership with an accredited university to facilitate the U.S. Army Medical Center of Excellence (MEDCoE) Graduate School's Doctoral Program in Occupational Therapy, which educates uniformed service members to become clinical and administrative healthcare leaders within the military health system. The selected university partner will be responsible for conferring degrees to qualified students, managing enrollment, providing administrative transcript support, and certifying MEDCoE faculty as affiliated faculty members. Due to the abbreviated timeline, interested parties had only two days from posting to submit responses, making this a time-sensitive opportunity. Market research has established that Baylor University's unique combination of accreditation status and incumbent experience makes it the sole responsible source capable of fulfilling the government's detailed requirements outlined in the Performance Work Statement. This sole-source determination precludes other institutions from competing for this contract award.
