The U.S. Army Corps of Engineers St. Paul District is soliciting mechanical dredging services on the Mississippi and Minnesota Rivers in Minnesota, Wisconsin, Iowa, Illinois, and Missouri. The contractor will furnish plant, labor, materials, and equipment to perform maintenance dredging between specified river miles using backhoes, draglines, or other mechanical dredging methods, and transport dredged material to designated placement sites. The agency intends to award an indefinite delivery, indefinite quantity contract consisting of a base period and four option periods, with proposals due by May 9, 2019. To be eligible, offerors must perform at least 40% of dredging volume using their own or another small business's equipment.
This procurement is set aside for total small businesses. The NAICS code is 237990 (dredging) with a small business size standard of $36.5 million. The estimated price range for the one-year base period is $1-6 million. Dredging will take place between Upper Mississippi River miles 614.0-857.6 and Minnesota River miles 0.0-14.7, as well as between Upper Mississippi River miles 614.0-300.0 in the Rock Island District. Offerors must qualify as small businesses by performing a minimum of 40% of dredging volume using their own equipment or that of another small dredging concern.

Dredging shall be measured and paid for by the cubic yard (CY) of material removed above the project depth within the allowable tolerance specified below and within the limits of the dredge site as identified in the Task Order. In order to allow for the inaccuracies of the dredging process, the Contractor will be allowed a tolerance of 0.5 feet above project depth in isolated scattered areas providing the total area of under excavated portions does not exceed 10 percent of the total area to be dredged and providing the average depth throughout the dredge site is equal to or greater than the specified project depth in the Task Order. This tolerance will only apply to 11 to 14 foot project depth sites. Dredging locations for all other project depths will be clear swept to the identified project depth.

Work shall include, but not be limited to, providing all equipment, labor, and other work necessary to transport the material from the marine plant transfer point to the Government designated placement site. Other work includes maintenance and restoration of the haul route which is considered incidental to this bid schedule item. Payment for movement of material up to an additional 900 feet within the placement site from the location designated by the Government is incidental to the unloading or dredging item associated with the material. This bid item is stand-alone from, and may not be combined with, either of the Overland Transportation of Material bid items for payment purposes.

Cultural and Environmental Assessments
The use of alternative relocation/placement sites may require the Government to prepare cultural and environmental assessments. Preparation of an assessment by the Government would be at the expense of the Contractor and may result in conditions on the use of the alternate placement site to offset or avoid environmental and cultural impacts. An assessment may take up to 60 days.
Amendment 2 will likely get published on or about 01May2019 addressing bid inquiry questions.

Mississippi River and Minnesota River Mechanical Dredging
Work consists of, but not limited to, furnishing all plant, labor, material, and equipment necessary for dredging with a backhoe, dragline, or other mechanical equipment on marine plant, and transportating dredged material to designated placement sites.
This solicitation is issued as an Invitation For Bid (IFB) and is 100% set-aside for small business concerns. The solicitation will result in an Indefinate Delivery Indefinite Quantity (IDIQ) type contract consisting of a base period and four option periods. The appropriate NAICS code for this procurement is 237990 (dredging) with a small business size standard of $27,500,000.

Contractor shall furnish, deliver, and operate dredge and attendant plant for maintenance dredging between Upper Mississippi River Miles 614.0 and 857.6 and between Minnesota River Miles 0.0 and 14.7 in the St. Paul District and between Upper Mississippi River Miles 614.0 and 300.0 in the Rock Island District.
This procurement is a total small business set-aside. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) type contract consisting of a base period and four option periods. The estimated price range for the base period is between $1 million and $6 million. The appropriate NAICS code for this procurement is 237990 (dredging) with a small business size standard of $36.5 million. To be considered a small business under NAICS code 237990, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern (U.S. Small Business Administration Table of Small Business Size Standards).
