About this opportunity

The Department of Homeland Security's Customs and Border Protection is seeking quotes for mechanic uniforms and laundry services under Solicitation Number 20154776, a combined synopsis/solicitation issued as a Request for Quotes (RFQ) for commercial items. The procurement covers weekly pickup and delivery of clean mechanics apparel and shop rags on a one-for-one exchange basis to support approximately 17 mechanics at two Border Patrol facilities in Arizona. Key requirements include providing 187 shirts, 187 pants, 34 jackets, 143 coveralls, and 700 shop towels with premium, oil-resistant fabric featuring specific performance characteristics such as color retention, stain resistance, and designated pocket configurations. The Government will award to the Lowest Priced Technically Acceptable (LPTA) quoter using a pass/fail technical scoring methodology, with the Contracting Officer first conducting price reasonableness evaluation of all quotes before technical assessment. Quotes are due by February 12, 2026, at 4:00 p.m. ET to Starla VanWinkle (Starla.r.vanwinkle@cbp.dhs.gov), and quoters must submit two volumes comprising a Technical Volume demonstrating understanding of Statement of Work requirements and a Price Volume using the provided Price Schedule.

This acquisition is unrestricted with no small business set-aside designation applied. The contract will be awarded on a firm-fixed-price basis for a base period of one year (March 1, 2026–February 28, 2027) with two optional one-year renewal periods, with service delivery scheduled Monday through Friday between 7:00 a.m. and 1:00 p.m. local time at the Yuma Sector Garage Facility and Wellton Station Garage Facility in Yuma, Arizona. The price schedule indicates monthly pricing for coveralls at $767.00 for the base period with a 5% increase applied to option periods, though vendors must complete all line-item pricing in the provided schedule template. Contractors must comply with prevailing wage requirements established by the Department of Labor for Yuma County, including general health and welfare fringe benefits of $5.55 per hour and paid sick leave obligations of $5.09 per hour, along with security requirements including pre-screening checks and PIV card sponsorship for facility access. Contractor employees must also comply with Federal Acquisition Regulation sustainability requirements, specifically prioritizing USDA BioPreferred laundry products for contract performance.
