About this file

This is a Combined Synopsis/Solicitation (RFQ) issued by the Department of Homeland Security's U.S. Customs & Border Protection for mechanic uniforms and laundry services at the Yuma Sector Garage Facility and Wellton Station Garage facility in Arizona. Solicitation Number 20154776 was posted on February 9, 2026, with quotes due by February 12, 2026, at 4:00 p.m. ET to Starla VanWinkle (Starla.r.vanwinkle@cbp.dhs.gov). The contract is for a base period plus two one-year option periods, with quoters required to submit monthly pricing for each period. This acquisition is not set-aside for small business concerns and follows Federal Acquisition Regulation Part 12 procedures for commercial items and services.

Quoters must submit two volumes: Volume I (Technical) demonstrating understanding of the Statement of Work requirements with sufficient detail to permit evaluation without discussions, and Volume II (Price) using the provided Price Schedule (Attachment 2). The Government will award to the Lowest Priced Technically Acceptable (LPTA) quoter. Evaluation uses a pass/fail technical scoring methodology where quotes must clearly meet minimum solicitation requirements to pass. The Contracting Officer will first conduct price reasonableness evaluation of all quotes, then notify the Technical Evaluator of the lowest-priced quote for technical assessment. If the lowest-priced quote fails technical review, successive quotes will be evaluated until an acceptable quote is identified. The solicitation incorporates multiple federal clauses including labor standards, whistleblower protections, and DHS-specific acquisition requirements.

After the price evaluation, the CO will notify the Technical Evaluator (TE) which is the lowest priced quote. The TE will conduct a pass/fail evaluation to determine whether the quote meets the requirements of the SOW. If the lowest priced quote is deemed technically unacceptable, the next lowest priced quote will be evaluated by the TE until the LPTA quote is reached.
