About this opportunity
The Defense Logistics Agency (DLA) Troop Support Subsistence is soliciting interest from qualified suppliers for the production and supply of Meals, Ready-to-Eat (MREs), self-contained operational rations designed to sustain military personnel during heavy activity and combat operations when standard food service facilities are unavailable. Key qualifications for interested parties include USDA plant approval with a valid registration number, FDA compliance, and an absence of debarment from U.S. Government contracts. The procurement emphasizes suppliers' capabilities to meet increased quantities and accelerated delivery requirements, specifically addressing both surge capacity for early delivery and sustained production and delivery pace during Department of Defense contingencies and emergency peacetime situations. Evaluation will focus on the industrial base's ability to support wartime and contingency operations while maintaining a reliable supply chain. The pre-solicitation notice was posted on October 28, 2025, with a due date of November 13, 2025, for interested parties to submit capability information.
This procurement carries no set-aside designations, allowing all qualified suppliers to compete equally. Each MRE case weighs approximately 22 pounds with a shelf life of three years at 80 degrees Fahrenheit, though extended shelf life is achievable through cold storage. Standard shipping units consist of pallets containing 48 cases (24 Case A menus 1-12 and 24 Case B menus 13-24), with each pallet weighing 1,098 pounds and measuring approximately 47.6 cubic feet. Each MRE provides an average of 1,250 kilocalories with a nutritional composition of 13 percent protein, 36 percent fat, and 51 percent carbohydrates. While specific award values and quantities are not disclosed in this pre-solicitation notice, interested contractors should anticipate potential high-volume requirements given the MRE's designation as a critical warstopper item within the Defense Logistics Agency's acquisition program.

An industrial base is maintained to produce the MRE, a warstopper item. The Defense Logistics Agency (DLA) Troop Support Philadelphia continually evaluates the current industrial base, acquisition approaches, supply chain management alternatives and industry interest in this program. Of particular interest is a supplier’s ability to meet increased quantity and or accelerated delivery requirements, in support of Department of Defense contingencies and or emergency peacetime requirements. This capability includes both the ability to ramp up to meet early delivery or increased requirements (i.e., Surge), as well as to sustain an increased production and delivery pace throughout the contingency (i.e., Sustainment). DLA Troop Support seeks industry interest in participating in the MRE acquisition program. Interested parties should forward information that addresses their capabilities to include the elements below:
