The Naval Facilities Engineering Command, Southwest is issuing a Pre-Solicitation Notice for energy conservation and resiliency improvements at Marine Corps Recruit Depot (MCRD) San Diego under a Utilities Energy Service Contract (UESC) authority granted by 10 U.S.C. 2913. The procurement encompasses design and implementation of multiple Energy Conservation Measures (ECMs) including LED lighting upgrades, HVAC system replacements, transformer upgrades, solar photovoltaic restoration, Advanced Metering Infrastructure installation, and cybersecurity-compliant monitoring systems across multiple facilities at the installation. The contracting agency requires 100% third-party financing for all work, and the contractor must comply with applicable United Facilities Criteria, ASHRAE standards, LEED requirements, anti-terrorism force protection guidelines, and DoDI 8510.01 cybersecurity requirements. The posted date is February 10, 2026, with a Pre-Solicitation due date of March 4, 2026.
This contract carries no set-aside designation and is exclusively available to San Diego Gas and Electric, the current incumbent utility contractor servicing the San Diego and Southern California area under existing BOA N62473-21-G-4402. The proposed task order, designated as UESC Phase 25, encompasses substantial scope including replacement of 1,553 interior and 533 exterior lighting fixtures with LED alternatives, three high-efficiency transformer replacements, HVAC upgrades across three major buildings, chiller and cooling tower replacements, solar system restoration at multiple sites, and smart meter replacements for 58 electric meters and 98 water/gas meters. The project also requires installation and monitoring controls for 200 step-down transformers with wildfire detection technology, comprehensive commissioning and performance assurance documentation, and measurement and verification protocols. While specific contract award values and project timeline details are not disclosed in this Pre-Solicitation Notice, the scope indicates a substantial, multi-facility energy modernization initiative with significant capital investment requirements.
