About this opportunity

The Federal Emergency Management Agency (FEMA) has published a Special Notice for the procurement of Mobile Communications Office Vehicles (MCOV). FEMA intends to award a sole source Call Order to the incumbent contractor, Nomad Global Communications Solutions, for the delivery of 8 MCOV units. FEMA will be re-competing this requirement and awarding a Blanket Purchase Agreement (BPA) contract in Fiscal Year 2025.

The purpose of this Special Notice is to inform potential contractors that FEMA will be purchasing additional MCOV units to support its disaster response and management operations. The sole source justification is based on the incumbent's ability to provide the custom-manufactured platform and chassis within the required 1-year timeline. All responsible sources may submit capability statements, proposals, or quotations, which will be considered by the agency. The attached Statement of Work outlines the detailed operational requirements and specifications for the MCOV platform, and this SOW will be used for both the sole source award and the future recompetition of the MCOV requirement in FY25.
