About this file

This document is a Statement of Work (SOW) for the procurement of Mobile Communications Office Vehicles (MCOV) by the Federal Emergency Management Agency (FEMA).

The SOW outlines the detailed operational requirements and specifications for the MCOV platform, including the chassis, office coach exterior and interior, electrical systems, communications systems, and various other features. The vehicles must be "rack ready" with only cabling to be installed, and the government will be responsible for any internal wiring of the communications rack. Offerors are required to visit FEMA's facility in Frederick, Maryland to view the currently accepted platform configuration. The new vehicles must replicate the existing MCOV platforms in physical size, form, fit, function, and performance. FEMA intends to purchase additional MCOV units in the second-generation (GEN-II) category to support disaster response and management operations. This SOW will be used for a sole source award and the future recompetition of the MCOV requirement in FY25.

FEMA Statement of Work (SOW) for MCOV 3.0

February 26, 2024

1.0 Introduction

It is the intent of FEMA to purchase additional Mobile Communications Office Vehicles (MCOVs) in the second-generation platform (GEN-II) category. The trucks will be a part of rapid deployment systems that quickly respond to disasters, emergencies, or special events. This will provide initial support to disaster victims or supporting disaster management teams. These vehicles will be deployed in less than favorable conditions and must be self-sustaining to support its assigned mission.

This Statement of Work (SOW) outlines the operational requirements for this category platform and references the existing vehicles in this category and the established and approved configuration for the platform. The proposal submitted should be a “rack ready” with only the cabling to be installed as listed. The US Government is responsible for any internal wiring of the communications rack unless specifically identified below. Any potential offeror is REQUIRED to come to the Frederick Maryland facility to view the currently accepted platform configuration. The offeror is responsible for their own measurements and documentation against the current platform. This is to ensure there are no misunderstandings as to the documentation provided, and what it required as a deliverable. The new purchases must replicate, in physical size, form, fit, function, and the performance of the current deliveries.

The recently delivered platforms meet the current operational requirements. All subsequent deliveries need to be identical for fleet consistency. This includes compartment and door access size and functions. This document includes a sequence of photos of a vehicle in this category and correct layout as noted. The current body exterior dimensions are 209 inches long, 102 inches wide, and total height of the box must not exceed 11 feet 1 inch’s road to roof. Roof clearance is to allow for a 1.2 Meter AVL Ku band Satellite Antenna, and not exceed the 13.6 DOT maximum travel height. Units to be airlift certified IAW the Air Transportability Test Loading Activity (ATTLA) criteria, and ready for airlift.

The design considerations should include the operating conditions they would be used in.

Outside temperatures could range from -10F degrees to + 100F degrees. The interior coach must be able to maintain a 72-degree interior temperature for the four operators inside. There shall be two HVAC units installed to meet these requirements; each one must be capable of ensuring proper airflow and cooling to the interior coach and to the IT/Telco compartment for the 4900 BTU of heat generated by the equipment should one HVAC unit fail. A small duct should be run from the HVAC unit to the bottom of the IT rack.

The offeror will install the mounting plate template for the dish assembly (Figure 7.1.2).

However, the dish will be Government furnished and installed by the government after acceptance of delivery. Welded on Unistrut shall be used for the mounting rails for the antenna base.
