About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District, is seeking armed guard services for the McNary Lock and Dam facility located near Umatilla, Oregon. The primary objective of this security guard contract is to provide access control, ensuring only authorized personnel can enter the facility and managing visitor identification. The agency is conducting a sources-sought announcement to identify capable 8(a) businesses for a Firm Fixed Price Service Contract with a base period and four option years. Interested firms must submit a detailed capabilities package by February 24, 2025, at 11:00 AM Pacific Time, which includes their intent to bid, company information, business size, statement of capability, past project examples, and responses to specific questions about staffing and security investigations. Evaluation criteria will focus on firms' experience in security services, technical competence, and ability to meet the specific requirements outlined in the Performance Work Statement.
The contract is set aside as a competitive 8(a) opportunity with a North American Industry Classification System (NAICS) code of 561612 and an associated small business size standard of $29,000,000. While no specific contract value is mentioned, the solicitation indicates this will be a multi-year contract covering security services at a critical infrastructure site responsible for hydropower, navigation, fish passage, and recreation. Potential bidders must demonstrate the ability to staff shifts with guards holding Tier 3 adjudicated investigations and provide rapid mobilization when staffing falls below minimum thresholds. The contract will require guards to manage access control, identify visitors, and take appropriate corrective actions in the event of unauthorized entry. Prospective contractors are invited to provide feedback on the Performance Work Statement, which is currently subject to change.
