About this opportunity

The U.S. Bureau of Reclamation's Lower Colorado Dams Office is preparing to procure armed security services at Davis Dam and Parker Dam with a capability-statement response deadline of November 5, 2026.

The procurement covers two federally owned facilities on the Colorado River: Davis Dam (approximately 2 miles north of Bullhead City, Arizona, spanning Mohave County, Arizona, and Clark County, Nevada) and Parker Dam (approximately 25 miles south of Lake Havasu City, Arizona, spanning La Paz County, Arizona, and San Bernardino County, California). Contract personnel must be well-trained, highly capable armed security officers working in coordination with Reclamation management and local, county, state, Tribal, and Federal law enforcement agencies. Duties include identifying and reporting potential threats, serving as a visible deterrent to unlawful activities, coordinating responses to public safety threats, addressing unauthorized access and trespassing, and engaging professionally with the public.

Mandatory requirements include possession of a security guard agency license from Arizona's Department of Public Safety, a security company license from Nevada's Private Investigators Licensing Board, and a Private Patrol Operator license from California's Bureau of Security and Investigative Services. All personnel must hold valid state registrations, licenses, and certifications applicable to their assigned state, along with valid firearms permits and compliance with all state and local firearm qualification and training requirements.

The action is classified under NAICS 561612 (Security Guards and Patrol Services) and PSC R430 (Support-Professional: Physical Security and Badging). The Government encourages responses from Small Business, Small Disadvantaged Business, 8(a), HUBZone, WOSB, EDWOSB, SDVOSB, and ISBEE concerns. Capability statements must be submitted to Kristen Turner, Contract Specialist, at Kristen_turner@ios.doi.gov. Prospective contractors must be registered in SAM at the time of any future solicitation submission.
