About this opportunity

The United States Naval Research Laboratory (NRL) is soliciting quotations for manufacturing services to produce fatigue crack growth samples used in corrosion fatigue crack growth testing of Nickel Aluminum Bronze material for submarine propellers. This is a full and open competitive Request for Quotations (RFQ) for commercial items on a Firm-Fixed-Price basis, classified under NAICS code 541380 (Testing Laboratories and Services) and PSC code R408. The procurement requires two primary deliverables: project management services and the machining of 24 compact tension (CT) specimens from cast Nickel Aluminum Bronze blanks measuring 4" x 3.85" x 1", with all specimens conforming to ASTM E647 standards and the detailed engineering specifications provided in the solicitation attachments. Award will be made to the responsible offeror offering the lowest price that is technically acceptable, with price being the primary evaluation factor followed by technical acceptability of successively higher-priced offers if necessary. All quotations must be submitted via email to Contract Specialist Maximilian Fritts at maximilian.r.fritts.civ@us.navy.mil by March 20, 2026, at 8:00 AM EST, and offerors must include their technical and price quote, DUNS Number, and Cage Code along with a statement accepting or taking exceptions to the solicitation's terms and conditions.

This solicitation is not set aside for any particular business category, though the government file summary indicates Women-Owned Small Business designation. No incumbent contractor is identified in the available documentation, and no specific award value or budget range is disclosed in the solicitation materials. The contract requires delivery of all project management and machined specimens by April 17, 2026, to the Naval Research Laboratory, Building 49 Receiving, located at 4555 Overlook Avenue SW, Washington, DC 20375-5328. The 24 specimens must be individually bagged and labeled with assigned sample names (CT-LR1 through CT-LR12, CT-CR1 through CT-CR12, and variants of CT-CLR, CT-CCR, CT-TLR, and CT-TCR in the 4-6 range), with identification stamping or engraving permitted only on designated faces per the drawing specifications. Inspection and acceptance will occur at both the contractor's facility and the destination, with payment to be made via Wide Area WorkFlow (WAWF) using standard FAR clauses for commercial products and services, and all prospective contractors must maintain active registration in the System for Award Management (SAM) database prior to award.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price Technically Acceptable - Offers will be ranked lowest to highest according to price. A price analysis will be conducted to determine whether the lowest price will result from a single award or multiple awards. Based on the price analysis, the lowest price offer or multiple offers, will be forwarded to the requiring activity for technical evaluation (offer(s), in accordance with the specifications, will be deemed either technically acceptable or technically unacceptable). If the lowest price offer or offers is found technically acceptable and the pricing determined fair and reasonable by the Contracting Officer, evaluation will be deemed complete and award will be made based on the lowest price offer(s). If the lowest price offer is determined technically unacceptable, another analysis will be conducted amongst the remaining offers to determine if a single or multiple awards will provide the lowest price.  The lowest price offer(s) will be sent for technical evaluation. This process is repeated in order of price until an offer or combination of offers is deemed technically acceptable and price is determined fair and reasonable.

Options. When applicable, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Terms and Conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
