About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks twelve Masterclock Grandmaster GMR1000 timing units with integrated components, with quotations due August 10, 2026 at 12:00 PM EST. This is a Total Small Business Set-Aside procurement under NAICS 334519 (Other Measuring and Controlling Device Manufacturing).
Place of performance is the Utah Test and Training Range at Dugway Proving Ground, Hill Air Force Base, Utah. Delivery must occur no later than September 18, 2026 to UTTR/A4L, 5948 Southgate Ave, Building 1A, Hill AFB, UT 84056, on an FOB Destination basis.
The requirement includes twelve GMR1000 units with GPS/GLONASS/Beidou/Galileo receiver modules, time code generators supporting IRIG and SMPTE formats, 24 VDC North American power transformers, window-mount GPS antennas, 1U rack mount brackets, BNC-to-SMA adapters, and freight. All items must be new and TAA compliant where required. Masterclock products include a 5-year limited parts and labor warranty. Contractor deliveries are restricted to Monday through Thursday, 7:00 A.M. to 4:00 P.M., with 24-hour advance notice required. The procurement is brand name justified; existing ORCA GS-101 units are failing at accelerating rates, and GMR1000 standardization maintains operator and maintenance standardization while ensuring compatibility with existing UTTR infrastructure.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. No substitutions are permitted; incomplete offers, refurbished items, or offers failing to meet technical requirements will not be considered. Quotes must remain valid for a minimum of 30 days after close and include pricing, company information, Unique Entity ID/CAGE code, point of contact details, estimated delivery timeframe, and confirmation of Net 30 payment terms. Submit quotations via email to tiffany.oliver.4@us.af.mil.
