About this opportunity
The National Institute of Standards and Technology (NIST) Engineering Laboratory's Production Systems Group is seeking to procure MasterCam Computer-Aided Manufacturing (CAM) software to program their Computer Numerical Control (CNC) milling and additive manufacturing machines. The required software must include 3-axis, 5-axis, multi-axis, wire Electrical Discharge Machining (EDM), and probing capabilities. Key objectives are to standardize CAM software across NIST's machines and avoid additional costs or delays from implementing an alternative solution. Quotations will be evaluated on technical acceptability and price reasonableness, with the lowest priced technically acceptable offer receiving the award. Quotations are due by September 19, 2024, and all questions must be submitted by September 11, 2024.
This is a full and open competition with no set-aside designations. The NAICS code is 541519 (Information Technology Value Added Resellers) with a small business size standard of 150 employees. The contract type is Firm Fixed Price, and payment will be a lump sum upon delivery, training, and government acceptance. The place of performance is Gaithersburg, Maryland. The procurement does not indicate any potential incumbents or current contractors, and no specific award value or budget range is provided.

Amendment 003: The purpose of this amendment is to make changes to Attachment I - Specifications and extend the due date for quotations through September 18, 2024 5:00 p.m. ET. All changes to Attachment I - Specifications are reflected in document titled, "NIST Solicitation 1333ND24QNB730314 Attachment I - Specifications Amend 003."
All other terms and conditions remain unchanged.

Amendment 002: The purpose of this amendment is to provide a question and response received regarding the solicitation.
Question: Could you confirm if these licenses would be new or renewal?
Response: This is a new requirement. Therefore, the licenses would be new.
All other terms and conditions remain unchanged.

The Intelligent Systems Division (ISD) at the National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Production Systems Group (PSG) owns a Computer Numerical Controlled (CNC) Vertical Milling Machine used to post-process additively manufactured parts and machine research instruments, devices, and experimental apparatus. PSG is also purchasing a Hybrid-Additive Manufacturing (AM) Machine combining both subtractive machining with metal additive 3D printing in one machine to expand its research capabilities. The new Hybrid AM machine will require the use of MasterCam software for the programming of the additive and subtractive tool paths and the standardizing of CAM software for both of PSG’s machine tools will benefit the group.
The objective of this requirement is to procure MasterCam software with 3-axis, 5-axis, multi-axis, wire Electrical Discharge Machining (EDM) and Probing capabilities for the programming and tool path creation of the groups Computer Numerical Control (CNC) milling and additive machines.
Procurement of alternative CAM software other than indicated above (MasterCam), will incur additional time delay, costs, and potential missed milestones since 1) FTD technicians will need to learn and train on the alternative CAM software before they can assist writing CAM programs for PSG’s milling machine, and 2) tool paths and commands cannot be precisely replicated on PSG’s and FTD’s separate machines, endangering the accuracy of results from PSG’s planned research.
