NIST Solicitation 1333ND24QNB730314 MasterCam Computer-Aided Manufacturing (CAM) Software

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 – Information Technology Value Added Resellers. The small business size standard is 150 employees.

This is a full and open competition open market RFQ. Simplified acquisition procedures will be utilized.

BACKGROUND INFORMATION & BRAND-NAME JUSTIFICATION

The Intelligent Systems Division (ISD) at the National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Production Systems Group (PSG) owns a Computer Numerical Controlled (CNC) Vertical Milling Machine used to post-process additively manufactured parts and machine research instruments, devices, and experimental apparatus. PSG is also purchasing a Hybrid-Additive Manufacturing (AM) Machine combining both subtractive machining with metal additive 3D printing in one machine to expand its research capabilities. The new Hybrid AM machine will require the use of MasterCam software for the programming of the additive and subtractive tool paths and the standardizing of CAM software for both of PSG’s machine tools will benefit the group.

The objective of this requirement is to procure MasterCam software with 3-axis, 5-axis, multi-axis, wire Electrical Discharge Machining (EDM) and Probing capabilities for the programming and tool path creation of the groups Computer Numerical Control (CNC) milling and additive machines.

Procurement of alternative CAM software other than indicated above (MasterCam), will incur additional time delay, costs, and potential missed milestones since 1) FTD technicians will need to learn and train on the alternative CAM software before they can assist writing CAM programs for PSG’s milling machine, and 2) tool paths and commands cannot be precisely replicated on PSG’s and FTD’s separate machines, endangering the accuracy of results from PSG’s planned research.

1352.215-73 INQUIRIES (APR 2010):

Quoters must submit all questions concerning this solicitation in writing electronically to brian.jamieson@nist.gov and adam.powell@nist.gov. Questions must be received no later than September 11, 2024, 12:00 p.m. Eastern Time. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).

CONTRACT LINE ITEM STRUCTURE

Responsible quoters shall provide pricing for the following contract line item numbers (CLINs):

CLIN 0001: Quantity one (1) Lot (LO) – The Contractor shall provide Mastercam Software in accordance with the attached specifications.

CLIN 0002: Quantity one (1) Lot (LO) – The Contractor shall provide training in accordance with the attached specifications.

INSPECTION AND ACCEPTANCE

The Government will complete inspection and acceptance in accordance with Federal Acquisition Regulation (FAR) 52.212-4(a) no later than 7-days upon the Contractor’s completion of delivery.

More specifically, upon receipt of the equipment, the NIST Contracting Officer’s Representative (COR) will ensure that the equipment is fully operational in accordance with the specifications provided herein.

PAYMENT TERMS

One lump sum payment will be authorized upon the Contractor’s completion of delivery, training, and the Government’s acceptance. Payment terms will be Net 30-Day.

REQUIRED SUBMISSIONS

1. For the purpose of evaluation of Technical Capability:

Documentation and product literature, which clearly demonstrates that the items/services being quoted conform to the requirements for each required line item identified herein.

The Quoter shall further submit documentation confirming the Quoter is an authorized reseller of the manufacturer/developer.

2. For the purpose of evaluation of Price:

A firm-fixed price, FOB Destination price quotation for the identified line item.

3. This is a open market solicitation for MasterCam Software as defined herein. The

Government intends to award an order as a result of this solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and condition herein as follows:

a. The Quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The Quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

Quoters shall list exception(s) and rationale for the exception(s)

4. The UEI # for the Quoter’s active System for Award Management (SAM) registration.

Quoters must have an active registration at www.SAM.Gov to be considered for award.

DUE DATE FOR QUOTATIONS

All quotations must be submitted via e-mail to brian.jamieson@nist.gov and adam.powell@nist.gov.

Submission must be received not later than 12:00 p.m. Eastern Time on September 13, 2024.

EVALUATION CRITERIA AND BASIS FOR AWARD

The Government intends to award a delivery order resulting from this solicitation to the responsible Quoter whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.

Technically acceptable means that the quoted items/services meet all required specifications identified herein and that the Quoter is an authorized reseller/partner of the manufacturer/developer.

Price will be evaluated for reasonableness.
