About this opportunity

The Army Contracting Command seeks Master Planner support services to the 9th Mission Support Command Directorate of Public Works, with proposals due September 4, 2026, at 9:00 AM Hawaii Standard Time. The procurement is set aside 100% for women-owned small businesses and is a follow-on to incumbent Castrum LLC.

Place of performance is onsite at Fort Shafter Flats, Honolulu, Hawaii, with required travel throughout the 9th MSC Area of Responsibility spanning Alaska, Hawaii, Washington, Japan, Korea, Guam, American Samoa, and Saipan. The contract runs from September 30, 2026, through September 29, 2027 (base year), with four option years extending through September 29, 2031.

Key Personnel must hold a minimum of ten years U.S. Army Master Planning experience or five years plus a related four-year degree, three years each with PAX, ASIP, and RPLANS systems, and four years with U.S. Army Pacific operations. Contractor employees require security clearances via NACI background investigation, Common Access Cards, iWATCH Army program training, and AT Level I Awareness training. Work is performed onsite during Government operating hours (0800–1630 Hawaii Standard Time, Monday–Friday) with flexibility for telework. The Government furnishes CAC, laptop, workspace, building access, and software licensing on a funding availability basis.

Deliverables include long-range and short-range plans, Real Property Planning Board documentation, master planning data and technical briefs, stationing and feasibility packages, monthly status reports, meeting minutes, and trip reports. Performance standard requires no more than 5% deviation from requirements.

The NAICS code is 541611 with a size standard of $24.5 million. Offerors must submit pricing for five service CLINs (0001, 1001, 2001, 3001, 4001) and accept pre-established travel CLINs at $15,000 annually. Evaluation prioritizes technical approach and work experience (three examples within the past three years) as acceptable/unacceptable factors, with price evaluated as lowest acceptable using FAR 52.217-8 at 50 percent of the final option price. Amendment 1 (effective September 1, 2026) extended the due date from September 2 to September 4.
