About this file

This document is a Questions and Answers (Q&A) file addressing inquiries from offerors regarding a U.S. Army solicitation for Master Planner support services at Fort Shafter Flats, Hawaii.

The requirement is a follow-on to incumbent contract 15UC0C24D00001311 previously performed by Castrum LLC, involving master planner support services under a firm fixed-price contract structure. The scope encompasses master planning activities including work with the 9th Military Support Command Area of Responsibility (Alaska, Hawaii, Washington, Japan, Korea, Guam, American Samoa, and Saipan). The contract includes a base period and four option periods, with pricing required for CLINs 0001, 1001, 2001, 3001, and 4001. Travel CLINs (X002) carry a pre-determined government estimate of $15,000 annually and are reimbursed at actual cost per FAR 31.205-46 without profit, fee, or material handling applied directly, though indirect costs may apply through the contractor's approved billing rates. The key personnel position (Master Planner) requires minimum qualifications of 10 years U.S. Army Master Planning experience or equivalent combined education, three years each with PAX, ASIP, and RPLANS systems, and four years with U.S. Army Pacific operations. The work is performed onsite during Government operating hours (0800-1630 HST, Monday-Friday) with flexibility for telework and alternate schedules. The Government furnishes CAC, laptop, workspace, building access, and software licensing on a funding availability basis. Evaluation criteria include technical approach (5-page limit), past performance (within last 3 years, no resume required), and price. The FAR 52.217-8 option evaluation is computed at 50 percent of the final option price, with the Government calculating the adjustment. No transition overlap period is available from the incumbent contractor, though a complete status update of deliverables will be provided to the incoming contractor.

1 Solicitation The offeror shall also submit up to three (3) recent and relevant work experience.

Given the LPTA nature of the requirements, will the Government allow offerors with no past performance to be rated as acceptable?

Yes. Addendum to FAR 52.212-2 states, "The contractor will not be negatively evaluated for not having any relevant experience, but contractors may be positively evaluated for having relevant experience."

Solicitation, Section J - List of

Attachments (Attachments 0003- 0006); PWS Part 6, Key Personnel

Four Service Contract Act Wage Determinations are attached (2015-5539 Rev 32, 2015-5681 Rev 28, 2015-5689 Rev 29, 2015-5693 Rev 28). No SCA labor category is mapped to the Master Planner position anywhere in the solicitation.

Does the Government consider the Master Planner position to be an exempt bona fide professional employee under 29 CFR 541, such that the published Wage Determinations do not apply to the Key Personnel position? If the position is considered non-exempt, will the Government identify the applicable Wage Determination number, the applicable SCA labor category and grade, and the locality it applies to?

The Government has included the applicable SCA Wage Determinations in the solicitation. It is the contractor’s responsibility to determine whether the

Master Planner position meets the exemption criteria under 29 CFR 541.

If the position is non exempt, the contractor must use the Wage

Determination already incorporated into the solicitation and classify the position accordingly, using the conformance process if an appropriate category is not listed.

Solicitation, Section L, para 1.d and para 6; Section M, Factor 3 - Price

Section L para 1.d directs offerors to submit complete pricing for CLINs 0001, 1001, 2001, 3001 and 4001 and states that all options must be priced. Section L para 6 states that vendors shall provide pricing for the Base Period.

These two paragraphs appear to conflict. Please confirm that offerors are required to price the Base Period and all four Option Periods (CLINs 0001, 1001, 2001, 3001 and 4001), and that Section L para 6 is not intended to limit the price quote to the Base Period only.

Section L para 6 has been updated.

Vendors shall provide pricing for the base period and all four options.

Solicitation, Section M - Evaluation

Factors for Award, OPTIONS INCLUDED paragraph; FAR 52.217-8

The Government will evaluate the Option to Extend Services under FAR 52.217-8 by adding one-half of the offeror's final option price to the offeror's total price.

Please confirm that the FAR 52.217-8 evaluation amount will be computed as 50 percent of the offeror's quoted CLIN 4001 price only, and that the pre-established travel CLIN amounts (CLINs 0002, 1002, 2002, 3002, 4002) are excluded from both the total evaluated price and the 52.217-8 calculation. Should offerors show this 6-month extension amount as a separate line on the pricing schedule, or will the Government compute it?

CLINs X002 have a pre-determined amount set by the Government that is equal for all offerors and will be part of the total evaluated price and the 52.217- 8 calculation. Offerors shall NOT add a separate line on the pricing schedule and shall only provide pricing to the CLINs listed in the solicitation. The

Government will compute the 52.217-8 calculation.

Solicitation, Section B - Supplies or Services & Prices or Costs, CLIN 0002 and corresponding option travel CLINs; PWS para 8.1

The travel CLINs are described as ESTIMATED (EST) Travel CLINs with an estimated cost of $15,000.00, offerors are directed not to quote a price for these CLINs, and PWS para

8.1 states that Other Direct Costs are None.

Please confirm that travel will be reimbursed at actual cost in accordance with FAR 31.205-46 with no profit, fee, G&A, or material handling burden applied. If the Contractor may apply an indirect burden to travel costs, please state the mechanism, since offerors are prohibited from quoting a price against these CLINs.

Travel such as transportation, lodging, meals, and incidentals will be reimbursed at actual cost, per RFO

FAR 31.205

46, with no profit, fee, material handling, or separate G&A burden applied directly to the travel

CLINs.

Indirect costs (e.g., G&A or overhead) may apply only through the contractor’s approved billing rates as determined by their cost accounting and indirect rate structure under RFO FAR 31.203.

PWS Part 6, Key Personnel, paras 6.1 through 6.4; Solicitation, Section L, para 1.c; Section M, Factor 1.c

The Master Planner is designated Key Personnel with minimum qualifications including 10 years of U.S. Army Master Planning experience (or 5 years plus a related four-year degree), 3 years each with PAX, ASIP and RPLANS, and 4 years with U.S. Army Pacific operations. Section L requires labor category descriptions articulating qualifications and education levels.

Can the Government confirm that no resume submission is required?

No resume submission is required.

Contractors shall submit complete quotes that meet the requirements of the solicitation.

Solicitation, Section L, para 6.b; FAR 52.212-1(b), Instructions to Offerors

(Deviation 2026-O0038)

Section L para 6.b states that, at a minimum, the quote shall be valid for 90 days. FAR 52.212-1(b) as incorporated at Section L states that the Offeror agrees to hold prices firm for 60 calendar days from the date specified for receipt of offers.

Please confirm which acceptance period governs. Offerors intend to state a 90-day acceptance period in accordance with the Section L addendum unless the Government directs otherwise.

Section L, Addendum to FAR 52.212-16b states, "Vendors shall indicate how long the quote is valid, as a minimum the quote shall be valid for 90 days."

PWS para 5.2.3, Security Requirements (iWATCH); PWS para 3.11, Deliverables Table (iWATCH

Training Certificates)

PWS para 5.2.3 requires iWATCH training to be completed within 5 calendar days of contract award with results reported to the COR NLT 7 calendar days after contract start date. The Deliverables Table lists iWATCH Training Certificates as due within 7 calendar days after contract start date.

Since the anticipated award date and the period of performance start date of 30 September 2026 may differ, please confirm whether the 5-day training completion clock runs from date of award or from the period of performance start date, and confirm the controlling due date for submission of certificates to the COR.

"Start date" is the period of performance date.

PWS para 5.2.3 and para 5.2.4; PWS para 3.11, Deliverables Table iWATCH training is described as local training with standards provided by the requiring activity Antiterrorism Officer (ATO), and AT Level I Awareness training is available at http://jko.jten.mil.

Will the Government furnish the local iWATCH training materials and ATO standards at or before contract award? Please also confirm that iWATCH and AT Level I training may be completed by Contractor personnel prior to CAC issuance, and identify any training that requires a CAC or installation access to complete. Links are availble open source and in contract documents provided.

PWS para 1.3, Principle Place of

Performance; PWS para 5.3, Physical Security

Work will primarily be onsite in DPW offices at 1555 Suehiro Road, Fort Shafter Flats, Hawaii, and the Contractor's desk will have a locking drawer in which equipment may be stored.

Will the Government please provide a complete list of Government Furnished Property, Equipment and Information, specifically: workspace and desk, desktop or laptop computer, NIPRNet account and CAC, telephone, printing and reproduction, MS Office licenses, GIS software licenses (for example ArcGIS), and network access? Is the Contractor expected to furnish any IT equipment or software licenses at its own expense?

See RFO FAR 45.000(b)(5).

CAC, Laptop, workspace, access to printing and building access badge;

licensing for softerware as at a funding availability basis.

PWS paras 3.2 and 3.8; PWS Part 6, para 6.2

The Contractor is required to implement project documentation in PAX and to use ECONPACK, ISCE, US Army Reserve Engineering Software, ASIP and RPLANS.

Will the Government sponsor and pay for Contractor user accounts, licenses and any required training for PAX, ECONPACK, ISCE, ASIP, RPLANS and US Army Reserve Engineering Software? Please confirm no license or subscription cost is to be borne by the Contractor and should not be included in the CLIN 0001 price.

Licensing for softerware as at a funding availability basis as a government expense.

PWS Part 6, para 6, Key Personnel;

Solicitation, Section M, Factor 1.d

The PWS states that historically these requirements have been fulfilled by a single qualified individual. Factor 1.d requires the total number of productive man-hours and associated FTEs for each proposed labor category.

Does the Government's independent estimate assume a single full-time equivalent, and if so, what annual productive hour basis should offerors use for pricing (for example, 1,880 or 1,920 hours per year)?

The IGE and underlying assumptions are internal Gvernment documents that are not privy to industry. Per Section 1.4, the Contractor is not expected to perform work on federally recognized holidays.

PWS para 1.4, Hours of Operation and Availability; PWS para 1.4.1, Contractor Schedule Management;

PWS para 1, General (non-personal services)

Government regular facility operating hours are 0800 to 1630 HST, Monday through Friday, and the Contractor is solely responsible for managing daily schedules of its personnel.

Is the Master Planner required to be physically present onsite during all Government operating hours, or is the requirement to be available during those hours? Will the Government permit any recurring telework or an alternate work schedule, provided deliverable timelines and meeting attendance are met?

Personnel must be available during all Government operating hours to meet deliverables and participate in required meetings. Recurring telework or alternate work schedules are permitted and encouraged in alignment with RFO FAR 7.108, provided deliverable timeline, security, and collaborative needs are fully met.

PWS para 1.4.3, Installation Closures;

PWS para 1.4.2, Federal Holidays;

Section B, CLIN 0001 (Firm Fixed

Price)

When an unforeseen installation closure occurs on a regularly scheduled day of work, the Contractor shall reschedule the work to the following day or another mutually satisfactory day.

Because CLIN 0001 is Firm Fixed Price and invoiced monthly, please confirm that Federal holidays and Government-directed installation closures do not reduce the monthly fixed price, and that rescheduled work performed to recover a closure day does not entitle the Contractor to additional compensation.

RFO FAR 16.202-1 states, "A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor's experience in performing the contract." The Government intents to award a firm-fixed-price contract.

PWS paras 1.3.1 and 3.1, 3.2, 3.4;

Section B, travel CLINs

The Contractor may be required to travel throughout the 9th MSC AOR (Alaska, Hawaii, Washington, Japan, Korea, Guam, American Samoa and Saipan). The PWS cites approximately 20 Real Property Planning Board coordination events, 12 short-range coordination events, and 3 conferences per year of 3 to 4 days each, against an estimated $15,000 annual travel CLIN.

Will the Government please indicate approximately how many of these events require physical travel away from Fort Shafter Flats versus virtual attendance, and provide the historical number of trips and OCONUS destinations executed in the most recently completed 12-month period? This materially affects the availability of the Key Personnel and the reasonableness of the $15,000 estimate.

Historically, there are 3 trips CONUS, 3- 4trips OCONUS (Guam, Saipan, American Samoa). Duration varies but does not exceed one week per trip.

Solicitation, Section B, CLIN 0001;

PWS Part 2 and Part 3 CLIN 0001 requires performance of master planner support IAW PWS sections 2.0-3.0.

Is the contemplated requirement a follow-on to an existing contract? If so, will the Government provide the incumbent contract number, the incumbent contractor name, the current annual contract value, and the number of FTEs currently performing, consistent with the Government's obligation to promote full and open competition among small business offerors?

This is a follow-on. Previous contract was 15UC0C24D00001311, which is public information. Contractor was Castrum LLC. Contractor information can be found via SAM.gov. Per PWS Section 6, historically these requirements have been fulfilled by a single qualified individual.

Do key-personnel resumes and the organizational chart count against the 5-page Technical Approach limit, or may they be submitted as excluded exhibits?

Per Section M, Factor 1, the Government did not request resumes. Should they be submitted, it will not count against the 5 page limit. If the organizational chart is submitted as an exhibit, it will not count against the 5 page limit.

18 Is Attachment 1 (Recent & Relevant Work Experience) excluded from the 5-page limit?

Per Section M, the five page limit only applies to Factor 1 - Technical Approach.

Amendment 1 makes this correction in Section L.

For Factor 2, what period defines “recent”? May experience of the proposed Master Planner count if it was performed as a subcontractor or as an individual?

Per Section M, Factor 2, recent is within the last 3 years.

Is the Government’s staffing expectation still one on-site FTE, consistent with the PWS statement that this work has historically been fulfilled by a single qualified individual?

Offerors are responsible for proposing the staffing levels they determine appropriate to meet all PWS requirements, deliverables, and performance standards. The Government does not mandate a specific number of FTEs, nor does it require onsite presence beyond what is stated in the solicitation.

Will the Government furnish a workstation, network access, and accounts/licenses for PAX, ECONPACK, ISCE, RPLANS, ASIP, and U.S. Army Reserve Engineering Software? Yes.

Is there a current contractor performing this requirement? If so, will a transition or overlap period be available at the start of performance?

Yes there is a current contractor performing this requirement. There is no transition or overlap period. However, the incumbent is required to submit a complete status update of all task deliverables which will be shared with the incoming contractor.

Is the Master Planner position treated as a bona fide professional exemption, or does Wage Determination 2015-5689 apply to that labor category?

Wage Determination 2015-5689, along with the other Wage Determinations listed, apply to this requirement.

Wage Determinations are being uploaded with this amendement.

24 Is there an incumbent contract or is this a new announcement?

The incumbent contractor is Castrum

LLC.

25 If there is an incumbent, can you please provide the contract number please?

Contact information is available via SAM.gov.

Attachment 1-Recent & Relevant Work Experience Questionnaire and Service Contract Act Wage Determination attachment is missing from the SAM.gov posting. Can the Government upload these attachments to the SAM.gov posting? These attachments will be uploaded with

Amendment 1.

Can the Government clarify whether the 3 past performances are included in the 5-page limitation for the Technical Approach Volume?

Per Section M, the five page limit only applies to Factor 1 - Technical Approach.

Amendment 1 makes this correction in Section L.

28 Is there an anticipated Level of Effort for this work?

The government does not disclose any Level of Effort assumptions. Offerors should propose the staffing levels and labor hours they determine necessary to meet all requirements of the PWS and deliverables, based on their technical approach and business judgement.
