About this opportunity

The Department of the Air Force Reserve Command is soliciting the purchase and installation of a Kenwood JF12 Radio for the Mass Notification System at the 914th Air Refueling Wing, Niagara Falls Air Reserve Station, with responses due September 23, 2026 at 1:00 p.m. EDT. This is a sole-source, brand-name acquisition authorized under FAR 11.204(a)(2)(ii); the Kenwood radio is specified as the only equipment meeting the strict operational parameters of the installation's Emergency Mass Notification System, and replacement with alternatives would necessitate procurement of an entirely new EMNS system.

Place of performance is Building 421, Niagara Falls Air Reserve Station, New York 14304. The procurement covers purchase and delivery of one Kenwood JF12 Radio, relocation of an existing MNS server from the command post to the alternate command post, and full system testing. Federal Signal will perform the server relocation and system testing as the only entity with knowledge of the system. The contract value is $21,000.00 on a firm fixed price basis with FOB destination delivery. The contractor must provide a minimum one-year manufacturer's warranty covering parts and labor.

NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors); PSC is 5895 (Miscellaneous Communication Equipment). This is not a small business set-aside. Award will be made to the responsive, responsible offeror with the lowest priced proposal whose technical capability is determined acceptable; the government intends to award without discussions but reserves the right to open discussions if necessary. Offerors must have current active SAM registration with the applicable NAICS code on their SAM record to be eligible for award. Proposals must include a technical capability statement with equipment specifications and a delivery schedule, submitted via email to Danielle Poole at danielle.poole@us.af.mil. The original deadline of September 11, 2026 was extended by Amendment 1 to September 23, 2026.
