About this opportunity
The United States Special Operations Command is soliciting interior design and printing services for an atrium refresh project at the Marine Forces Special Operations Command headquarters building at Camp Lejeune, North Carolina. The scope of work includes producing and installing nine 4' x 6' museum-quality polyester fabric banners using Vutek Dye Sublimation printing, one large 10' x 19' banner, and custom MARSOC spear finials, along with relocating existing dioramas, painting walls, and performing finishing work to match existing aesthetics. Contractors must have supervisory personnel experienced in museum-quality exhibit design and are required to attend a mandatory site survey on November 17, 2025, to be considered for award. Evaluation will prioritize delivery and technical capability significantly over price, with technical and past performance factors weighted more heavily than cost considerations. The Questions and Answers period closes on November 24, 2025, and proposals are due by December 5, 2025, with performance scheduled from January 5, 2026, through January 12, 2026.
This solicitation is designated as a 100% Women-Owned Small Business set-aside with a $9,000,000 size standard. The contract structure is firm fixed-price, and no incumbent contractor is identified in the available documentation. The project involves approximately 10 banners of varying sizes and up to 38 custom finials distributed across multiple locations within the headquarters building, with specific site constraints including a 4,000-pound elevator weight limit and door dimensions of 30" width by 82" height. Performance will take place at Building RR 400 on Stone Bay at Marine Corps Base Camp Lejeune in Sneads Ferry, North Carolina 28460, with all work subject to government inspection and security coordination requirements through the MARSOC Security Manager.
