STATEMENT OF WORK
MRSG FACILITIES RR400 ATRIUM AND REDESIGN 2026
1.0 DESCRIPTION OF SERVICES
The Marine Raider Support Group is a Major Subordinate Command of Marine Forces Special Operations Command (MARSOC) at Stone Bay Camp Lejeune, North Carolina. The improvement of MARSOC headquarters building RR400, located at Stone Bay, Camp Lejeune, NC, will require services to provide interior design planning, production, and installation.
2.0 SPECIFIC REQUIREMENTS: The contractor shall provide interior design services for the required spaces to including development and implementation. The contractor shall provide all tools, equipment, and personnel to design and facilitate an integrated, professionally aesthetic environment.
The Contractor shall provide:
Supervisory personnel with sufficient experience in the design of museum quality/archival exhibits and artwork
Production of the final agreed upon exhibits and artwork.
Installation of the exhibits and artwork and flags/banners.
Initial design for the required areas, completion schedule, and accompanying narrative to describe intent and assist MARSOC in understanding the design
3.0.1 Areas to be updated:
MARSOC bldg. RR 400 Atrium including mezzanine level stair landing spaces, and first level hallways
3.0.2 Performance Objectives
Based on input and guidance from the Government Representative, the contractor shall further develop the initial design and progress schedule.
The Contractor will work in direct contact with the Government Representative in reviewing the designs when required.
The ceilings are not required to be painted.
The Government will provide the content via pictures and other media, however it will be the contractors responsibility to produce/print the banners.
3.0.3.1 MARSOC Atrium – Shall include updating pictures, paint, banners, and utilize existing memorabilia.
3.0.3.2 First and Second Level Hallways – update/replace pictures.
4.0. DELIVERABLES
Initial design
Artwork printing (9 total - 4’ L x 6’ W, museum-quality polyester fabric banners printed with Vutek Dye Sublimation printing)
Installation of printed material, hanging up the banners, and redecoration to ensure cleanliness and professional aesthetic of the display area.
4.0.1 PERFORMANCE
(9) Digital renderings will be provided to the contractor. Contractor will remove and relocate existing dioramas within the atrium, paint and restore region of wall, and then hang up banners that will be printed by contractor.
Remove (9) wooden boxed graphics that are located in the atrium of the HQ building and re-install at first floor hallways.
Print and install (9) new 4’ wide x 6’ high museum-quality polyester fabric banners printed with Vutek Dye Sublimation printing. Banners to have pole pockets at top and bottom , 1" diameter black metal poles, custom MARSOC spear finials at the atrium area.
Print-ready artwork to be provided by MARSOC.
Relocate (1) large 10’ x 19’ fabric banner at the upper mezzanine area wall to the opposite wall. Remove the existing banner on that wall prior to installation.
Install (1) new large 10’ x 19’ museum-quality polyester fabric banner printed with Vutek Dye Sublimation printing. Graphics will be provided to contractor by government representative. Banner to have pole pockets at top and bottom , 1" diameter black metal poles, custom MARSOC spear finials. Install at upper mezzanine area wall. Print-ready artwork to be provided by MARSOC.”
Scope of painting and redecoration is only to refurbish dilapidated areas on the walls when hanging dioramas are removed and for finishing to ensure the professional aesthetic of the atrium entrance is maintained.
5.0 Delivery and Acceptance:
The acceptance of deliverables and satisfactory work performance required herein must be based on the timeliness, accuracy and standards as specified in the requirements per this SOW. Only the Contracting Officer or designated Government Representative has the authority to inspect, accept or reject deliverables. Final inspection and acceptance of all work performed, progress reports and other deliverables will be performed at the place of delivery.
Performance by the Contractor to correct defects found by the Government as a result of quality assurance surveillance and by the Contractor as a result of quality control, must be at the Contractor’s expense and without additional reimbursement by the Government.
5.0.1 Progress Report
The contractor shall provide progress reports to the Contracting Officer and Government Representative during the performance leading up to the final deliverable of the project in order to maintain a high level of coordination and visibility on all upcoming deliverables.
In the case of unforeseen circumstances and impediments to accomplishment of services, the Contractor shall state the impact in terms of cost, labor hours, or work completion dates, and provide a plan for correction.
6.0 SECURITY REQUIREMENTS
All contractor personnel requiring access to the MARSOC compound and/or RR400 will have to request access through the Security Manager. All contractor visits will be coordinated ahead of time, and escorts provided as needed for site surveys, and performance.
