About this opportunity

Summary of Federal Contract Opportunity Notice

The Department of the Army's Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has issued a notice of intent to bundle requirements under the Marketplace for Acquisition of Professional Services (MAPS) initiative. The announcement consolidates two existing contracts—RS3 and ITES-3S—into a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle.

The consolidation is justified through market research demonstrating that the merger will reduce overall costs to the Government, generate significant operational efficiencies, and improve mission performance. By replacing two separate contracts with one consolidated vehicle, the Government will eliminate duplicative procurement and management efforts, thereby reducing administrative costs and burdens. Additional benefits include standardized ordering procedures, shortened procurement lead times, reduced bid and proposal costs, and enhanced transparency and accountability in spending and performance monitoring.

The acquisition strategy emphasizes maximum practicable small business participation through multiple vehicles and subcontracting opportunities. Market research indicates that small businesses support the consolidation and possess the capability to perform portions of the requirements.

This posting is issued under FAR 7.107-5 for informational and planning purposes only and does not constitute a solicitation. The Government is not obligated to award a contract as a result of this announcement. The anticipated award date is August 14, 2026, with the contract vendor and award amount to be determined.

Notice text

In accordance with FAR 7.107-5, this posting provides notification of the Department of Army's intent to consolidate RS3 and ITES3S contract requirements for the MAPS acquisition.

ACC-APG has conducted market research demonstrating that consolidation of this procurement is both necessary and justified.

Consolidating the RS3 and ITES-3S contracts into a single contract vehicle is necessary and justified because this consolidation is projected to yield lower overall prices for the Government, generate significant operational efficiencies, and improve mission performance beyond alternative contracting approaches. By replacing two (2) contracts with one (1), the Government will eliminate duplicative procurement and management efforts, reducing costs and administrative burdens for all parties.

This notice is issued for informational and planning purposes only.  This announcement does not constitute a solicitation and shall not be construed as a commitment by the Government.  Responses in the form of quotes, offers, or proposals are not requested.  The Government is under no obligation to solicit or award a contract because of this announcement.

Awarded contract TBC to unknown vendor for unknown amount on 2026-08-14.
