About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey to assess vendor capabilities for procuring Hack The Box software licenses. The survey is designed to gather information from interested vendors across all business sizes and types, with a specific focus on small businesses and SBA 8(a) certified firms. Vendors must submit a comprehensive capability statement detailing their services, previous contract experience, and years in business, along with a rough order of magnitude (ROM) budget estimate. All submissions must be electronically emailed to jennifer.l.lucas@faa.gov by 5:00pm CDT on April 21, 2025, with the subject line "MARKET SURVEY RESPONSE: Hack The Box". The primary NAICS code for this opportunity is 513210 (Software Publishers), with a size standard of $47 million. This market survey is purely informational and does not constitute a formal solicitation, and the FAA will not compensate vendors for their submission or incurred costs.
The FAA has not yet determined the specific set-aside designation for this procurement, indicating they may pursue a full and open competition or potentially reserve all or part of the contract for small businesses or 8(a) certified firms. While no specific award value or budget range is currently disclosed, interested vendors are required to provide a ROM estimate for budgetary purposes. SBA 8(a) certified firms, if applying, must include a copy of their certification letter with their submission. All documents should be marked "PROPRIETARY" to protect sensitive information. The procurement will utilize the PSC category 7A21 for IT and Telecom Business Application Software (Perpetual License Software), suggesting the FAA is seeking long-term software licensing solutions. The market survey responses will be used to develop the agency's final acquisition strategy, with no guarantee of subsequent contract award.
