Interested firms must submit a capability statement detailing their services, previous contract experience, and years in business, along with a rough order of magnitude (ROM) estimate for budgetary purposes. All submissions must be electronically emailed to jennifer.l.lucas@faa.gov by 5:00pm CDT on March 21, 2025, with the subject line "MARKET SURVEY RESPONSE: Deos Development Seat Perpetual License". The primary NAICS code for this opportunity is 513210 (Software Publishers) with a size standard of $47M, and vendors are encouraged to mark all submitted documents as proprietary.

The FAA has not yet determined the nature of competition, potentially considering full and open competition or setting aside portions for small businesses or 8(a) certified firms. Currently, no set-aside designation has been established, and no incumbent contractors are mentioned in the notice. Interested 8(a) certified firms are required to submit a copy of their SBA certification letter. While specific award values are not disclosed, the market survey is designed to gather information to develop the government's acquisition strategy. The procurement will focus on software licensing for development seats with specific technical requirements related to ARINC 653 and Rate Monotonic APIs, targeting vendors with expertise in multicore operation software solutions. The FAA emphasizes that this market survey is for informational purposes only and will not compensate vendors for their responses or proposal preparation costs.
