About this opportunity
The Federal Aviation Administration's Aviation Safety Civil Aerospace Medical Institute (CAMI) is conducting a market survey to identify qualified vendors capable of providing access to a de-identified, linked claims and electronic health record (EHR) database for research purposes. The procuring agency is seeking to establish access to a longitudinal dataset that combines insurance claims information with EHR data to support FAA mission requirements, specifically research related to pilot medical certification. Key requirements include the vendor's ability to deliver de-identified, person-level linked data containing core elements such as demographics, enrollment history, diagnoses (ICD-10 codes), procedures (CPT/HCPCS codes), prescriptions (NDC codes), laboratory results, clinical encounters, provider specialties, and mortality data. The dataset must be matched to FAA medical certificate applicants from calendar years 2020 through 2024 at a 5:1 ratio, with at least 60 months of longitudinal data per individual. The deadline for vendors to submit their market survey responses is January 19, 2026, and vendors should note that the FAA will not provide compensation for information received or costs incurred in preparing responses to this market survey.
This pre-solicitation notice carries no set-aside designation and is classified under NAICS code 513210 (Software Publishers). The notice explicitly states that this is not a Request for Proposals, Screening Information Request, or solicitation for unsolicited proposals, and any costs associated with submission are entirely the vendor's responsibility. No incumbent contractor, award value, or budget range is identified in the market survey notice. The one-year contract term reflects the access period for the database, though the full contract timeline and other critical numerical details regarding dataset size, population specifications, or specific deliverables remain to be clarified as the FAA proceeds from this market analysis phase toward potential formal procurement.

The Federal Aviation Administration (FAA) Aviation Safety Civil Aerospace Medical Institute (CAMI) is conducting a Market Analysis seeking Interested and Capable Parties with an EHR-Claim Linked Database to provide access to a de-identified, population-based dataset that links insurance claims with electronic health record (EHR) data.
Access to the database would enable CAMI to conduct research necessary to meet mission requirements. Access would provide the FAA with a de-identified, longitudinal linked claims and EHR dataset for a population that is demographically matched to all pilot medical certificate applicants for calendar years 2020 through 2024, at a 5:1 ratio (i.e., five matched individuals for each FAA medical certificate applicant). Specific requirements of the database are indicated below
A. Data Specification
i) Ability to deliver a dataset comprising de-identified, person-level linked insurance claims and EHR data.
ii) Ability to ensure inclusion of the following core data elements:
- Demographics: age, sex, race/ethnicity, geographic region
- Enrollment history (insurance eligibility)
- Diagnoses (ICD-10 codes)
- Procedures (CPT/HCPCS codes)
- Prescriptions (NDC codes)
- Laboratory results (where available)
- Clinical encounters (including visit types and dates)
- Provider specialties
- Mortality (if available)
iii) Ability to include at least 60 months of longitudinal data for each individual (to cover the 2020–2024 period).
B. Population Matching
i) Ability to utilize FAA-provided aggregate demographic profiles of pilot medical certificate applicants from 2020–2024, including distributions by age, sex, and region.
ii) Ability to select a 5:1 demographically matched comparison cohort from the source data repository to reflect the applicant population’s structure.
C. Data Delivery and Format
i) Ability to deliver the dataset in a structured, machine-readable format (e.g., relational SQL, Parquet, or flat CSV files).
ii) Ability to provide a detailed data dictionary and technical documentation.
The intent of this market survey is to permit companies that may possess the technical capabilities to meet this requirement an opportunity to provide specific information as to their unique capabilities as specified in this announcement.
