About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey for remediation services at the Barb Gap Repeater USFS Tower located in the George Washington and Jefferson National Forest. The survey seeks to identify contractors capable of performing comprehensive tower and guy system maintenance, including wire tensioning, corrosion abatement, grounding system installation, and related technical infrastructure improvements. Interested vendors must submit a detailed capability statement demonstrating experience with communication equipment installations, previous relevant government contracts, and years in business. The market survey requires respondents to address all requirements in the attached draft specification document and provide a programmatic approach to accomplishing the work. All submissions must be received electronically by 4:00 p.m. Central Time on April 7, 2025, with responses to be emailed to Stephen.N.Branch@faa.gov and marked with "MARKET SURVEY RESPONSE: Guy Towers Barb Gap Repeater Remediation" in the subject line.

The FAA has not yet determined the specific set-aside designation for this procurement, but is considering options for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. Respondents are encouraged to provide the percentage of work that will be performed by eligible small businesses and must include their SBA 8(a) certification letter if applicable. The project is scheduled for completion within 30 days, with contractors required to submit a preliminary schedule 10 days after award and a final schedule two weeks before work begins. Work must comply with OSHA, ANSI-TIA 222 Rev. H, and NFPA 780 standards, with specific technical requirements including achieving ground resistance of 10 ohms (minimum 25 ohms acceptable). Deliverables will include a remediation plan, on-site activity reports, tensioning test data, photographic documentation, and a comprehensive PDF report to be submitted within 30 days of site completion.
