About this file
This Statement of Work (SOW) details site remediation requirements for a U.S. Forest Service communication tower located at Barb Gap in the George Washington and Jefferson National Forest. The project involves comprehensive tower and guy system maintenance, including tensioning guyed wires to specified standards, performing corrosion abatement, installing new grounding systems, and securing waveguide/cables. Key technical requirements include installing waterfall ground leads, bonding anchor shafts, implementing erosion control, and ensuring ground resistance meets NFPA 780 standards (preferably 10 ohms, with 25 ohms as the minimum acceptable level).
The project is scheduled to be completed within 30 days, with the contractor required to submit a preliminary schedule 10 days after award and a final schedule two weeks before work begins. Deliverables include a remediation plan, on-site activity reports, tensioning test data, photographic documentation of below-grade work, and a comprehensive PDF report to be submitted within 30 days of site completion. The work will be conducted according to OSHA, ANSI-TIA 222 Rev. The initiative will focus on addressing systemic maintenance and critical infrastructure issues afflicting the USFS tower inventory and their ability to support mission critical activities. The contracting entity will serve independently to provide technical, and logistics services to support the Federal Aviation Administration (FAA) in the efforts detailed within this scope of work.
2. Scope of Work
The scope of work will encompass the implementation of guy system tensioning, tower and guy system repair and new grounding installed on the tower and guyed system of all identified USFS tower assets. Tensioning, repairs, and grounding shall be performed to meet applicable standards on each identified structure. Selected contractor(s) shall provide all necessary tools, equipment, material, and technical expertise to complete this effort:
a. System Types: Guyed lattice-based communication tower.
b. Repair: Correction of tower and guy system deficiencies that have been identified in the
FAA provided field report and/or found during on site contractor activities that impact the tower’s ability to safely maintain tension. Deficiencies are identified below in site specific requirements.
c. Grounding: A waterfall ground lead shall be installed on each guy wire near ground level. Each anchor shaft or fan plate shall also be bonded. The grounding leads shall be #2 tinned copper (stranded or solid). A new ground rod shall be installed in front of the anchor per applicable standards.
