About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to identify potential contractors capable of providing technical training courses for Flight Inspection Pilots and Technicians. The market survey seeks comprehensive training providers who can deliver three specific courses: Operational Test and Evaluation, Technical Production/Acceptance/Maintenance Flight Test, and Introduction to Systems Testing, each approximately 10 days long. Interested vendors must submit a detailed capability statement including the type of training provided, previous contract performance, years in business, and geographic training areas. Responses must be received by 2 p.m. CST on April 18, 2025, via email to joe.oglesby@faa.gov. Contractors must demonstrate the ability to provide training facilities, aircraft with specific instrumentation, and instructors with a minimum of five years flight test experience and one year teaching experience.

The procurement may be conducted as a full and open competition or potentially set aside for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. The primary NAICS code is 611512 (Flight Training) with a size standard of $34 million. Currently, no incumbent contractors are specified in the documentation. Interested firms that are SBA 8(a) certified are required to submit a copy of their certification letter. The FAA will not reimburse vendors for any costs associated with preparing market survey responses, and the survey is being conducted solely to gather information about potential training providers and assess the competitive landscape. The nature of the final competition has not been definitively determined, with the agency reserving the right to adjust the procurement strategy based on the received responses.
