About this file
This Performance Work Statement (PWS) details technical training courses for Flight Inspection Pilots and Technicians employed by the Federal Aviation Administration (FAA). The document outlines three specific courses: Operational Test and Evaluation (OT&E), Technical Production/Acceptance/Maintenance Flight Test, and Introduction to Systems Testing, each approximately 10 days long. Contractors must provide comprehensive training facilities, aircraft and equipment (including single and multi-engine airplanes with specific instrumentation requirements), and instructors with a minimum of five years flight test experience and one year teaching experience.
The market survey associated with this PWS seeks to identify potential training providers through a capability statement assessment. Interested vendors must submit detailed information about their training capabilities, geographic training areas, and approach strategy. The procurement may be conducted as a full and open competition or potentially set aside for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. The principal NAICS code is 611512 (Flight Training) with a $34 million size standard. Responses are due by 2 p.m. CST on 04/18/2025, to be submitted via email to joe.oglesby@faa.gov, with the purpose of determining adequate competition and potential procurement strategies.
