About this file
This is a Market Survey issued by Naval Information Warfare Command (NIWC) Pacific for assessing Small Business capabilities to provide enterprise engineering and lifecycle support for the Application Arsenal (AA) platform under the Seaport contract vehicle. The survey is restricted to existing Seaport contract holders only and explicitly excludes large businesses from responding. Responses are due by 04 May 2026 at 1500 PST, with questions accepted until 27 April 2026.
The procurement seeks contractors to perform systems engineering and software sustainment across three key areas: Application Arsenal Development (including capability development, cybersecurity engineering, and fielding of new releases), Application Arsenal Sustainment (operations and maintenance, system administration, cyber and information assurance, and help desk support), and Sustainment of Fielded Capabilities (engineering and technical support for previously deployed software and infrastructure). Work will be performed at NIWC Pacific in San Diego, California, utilizing the Overmatch Software Armory (OSA) DevSecOps pipeline. The Government anticipates a Cost-Plus-Fixed-Fee contract for a six-year period (one base year and four one-year options) with an estimated level of effort of 25–30 Full-Time Equivalents annually. The estimated contract value is greater than $30 million to $50 million, with the NAICS code 541330 (Engineering Services) and a size standard of $47.0 million. Interested small businesses must submit responses not exceeding 10 pages including corporate description, facility clearance level, accounting system certification, and at least one but no more than three citations demonstrating relevant current experience within the past three years. The Government reserves the right to consider a set-aside for small business preference groups and will apply limitations on subcontracting requirements per FAR 52.219-14.

B. DESCRIPTION OF PROCUREMENT:
1. The contractor will be tasked to accomplish the work as specified in Attachment 1, Performance Work Statement (PWS). The scope of this effort includes the full lifecycle of systems engineering and software sustainment for the AA platform. The contractor shall provide all necessary personnel, materials, and services to perform the tasks outlined in this SOW. The primary technical environment for this effort is the Overmatch Software Armory (OSA); however, work may be directed to other government-mandated DevSecOps pipelines (e.g., ORION) as required. This contract is intended to be the primary support vehicle for the Application Arsenal platform. The contractor shall support all tasks as directed by the Contracting Officer's Representative (COR), provided the work is within the scope of the SOW. The primary place of performance will be at Naval Information Warfare Command, Pacific, San Diego, CA.
2. The Government anticipates this effort to be a Cost-Plus-Fixed-Fee (CPFF) type contract for a six (5) year period of performance (one (1) base year and four 1-year options). In addition, multiple awards, depending on the Task Order Request for Proposal (TORFP) evaluation results, will not be considered. This is a follow-on contract requirement for PEOC4I Storefront/Application Arsenal and Navy Net-Centric Application Support.
3. The Government’s estimated level of effort for this procurement, based upon Full Time Equivalents (FTEs) will be approximately 25-30 per year. Each FTE is estimated to be 1,920 hours per year.
