About this opportunity

The Federal Aviation Administration's Mike Monroney Aeronautical Center is conducting a market survey to solicit statements of interest and capabilities for Environmental Architecture and Engineering (A&E) services. This pre-solicitation notice seeks to gather current vendor capabilities information to support FAA acquisition planning in accordance with the FAA Acquisition Management System Policy. The required services encompass a broad range of environmental and engineering activities including field investigations, environmental assessments, hazardous materials management, groundwater evaluations, remediation services, and compliance with NEPA and CERCLA regulations. All design work must be performed by or under the direct supervision of a registered professional engineer licensed in Oklahoma. Responses to this market survey are due by April 1, 2026, and will be used for informational purposes only to inform future procurement decisions. The FAA anticipates awarding a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract, though specific evaluation criteria for the eventual solicitation have not yet been detailed in this pre-solicitation announcement.

No set-aside designations have been applied to this procurement opportunity. The market survey does not identify any current contractors or incumbents, nor does it disclose potential award values or budget ranges at this stage of the acquisition planning process. The contract will operate on a task-order basis with the contractor submitting negotiable proposals containing fixed hourly rates, direct costs, equipment rates, and testing costs for individual tasks. Work will be performed at the FAA Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma, where the FAA has documented 18 known or suspected contamination sites requiring attention, with the Chlorinated Organics Plume identified as the most significant remediation challenge. Key personnel requirements include project engineers or managers for each task order and compliance with OSHA hazardous waste training standards. Access to the flight line requires either FAA escort or proper credentialing along with $1,000,000 in liability insurance coverage.
