About this opportunity
The Federal Aviation Administration (FAA) is conducting market research to identify qualified electrical contractors to install electrical circuits and supply power to new storage trailers at the MAST Site Z facility in Toa Baja, Puerto Rico. The scope of work includes running 2" Schedule 80 PVC conduits approximately 200 feet from Panel 3, performing road sawcutting and excavation, installing underground conduits, and adding two 100 Amp, 2-pole circuit breakers to power the storage trailers. The FAA intends to award a single Firm Fixed Price (FFP) contract competitively to the lowest responsive bidder who can demonstrate active registration in the System for Award Management (SAM.gov), possesses no exclusions, exhibits no adverse past performance history, and presents low overall risk. Contractor evaluation will prioritize price competitiveness while assessing responsibility through SAM.gov verification and past performance review. Responses to this pre-solicitation market survey are due by December 17, 2025, and all questions must be submitted in writing via mail, fax, or email to the contracting officer; no phone calls will be accepted.
This procurement currently carries no set-aside designation; however, the FAA is actively considering whether to reserve the requirement for small businesses, small economically disadvantaged businesses, or Service-Disabled Veteran Owned Small Businesses (SDVOSBs) and 8(a) program participants based on response interest. A local area set-aside may also be considered if adequate interest is received from local vendors. The estimated project cost ranges from $10,000 to $30,000, though this estimate is preliminary and subject to refinement based on ongoing market research. The work must be completed within 30 days of contract award and must comply with the National Electrical Code and applicable local Puerto Rico regulations. Key deliverables include submitting a detailed project schedule, conducting daily stakeholder meetings, properly running and labeling electrical circuits, ensuring appropriate grounding and installation, energizing the trailers upon completion, and obtaining testing and certification by a licensed electrician with final NDP inspection verification.
