About this opportunity

The FAA Southwestern Region is conducting a market survey to assess competition and determine set-aside eligibility for consolidated elevator maintenance services at Kona and Honolulu Air Traffic Control Towers in Hawaii, with survey responses due by 4:00 PM Pacific Time on July 28, 2026. This is anticipated as a Total Small Business set-aside, pending the results of this survey, which will determine whether to reserve the requirement for 8(a), Small Business, SDVOSB, or open to full and open competition.

Performance occurs at two Hawaii facilities: Kona ATCT (73-230 Wekeula Street, Kailua-Kona, Hawaii 96740) and Honolulu ATCT (760 Worcester Avenue, Honolulu, Hawaii 96818). The contractor must maintain traction and hydraulic elevators in substantially the same condition regarding performance, cleanliness, safety, wear, and appearance throughout the contract period. Maintenance includes monthly examinations per ASME A17.1-07 and A17.2-07 standards, hydraulic fluid changes within three months of award, emergency response within two hours (one hour for entrapment calls during operating hours), and 24/7 availability. All work must be performed by contractor-employed personnel, primarily during off-duty hours except emergencies. The contractor must hire an external consultant annually to certify each elevator and maintain complete records, spare parts inventory, and comply with local building codes, the National Electrical Code, and FAA Order 3900.19A. Minor repairs up to $700 are at no additional cost; major parts are supplied at the contractor's current list price less government discount with labor and installation included.

NAICS code 238990 applies. The market survey may result in one consolidated contract or multiple contracts. Interested vendors must submit responses electronically to John.G-CTR.Space@faa.gov, including company name, address, contact information, business size status, and SAM registration verification. The contracting officer is located in the FAA Seattle Regional Office.
