About this opportunity
The Federal Aviation Administration is conducting a market survey to assess capability and competition for Upset Prevention and Recovery Training (Unusual Attitude Training) for FAA Aircraft Certification Flight Test Pilots, with responses due by September 16, 2026. The FAA anticipates awarding a Firm-Fixed Price Indefinite Delivery / Requirements contract and has not yet determined whether to conduct full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or 8(a)-certified firms; this market survey is being conducted to determine the existence of adequate competition for potential set-asides.
Training consists of a minimum of 8 hours ground school and a minimum of 2.0 hours flight training per pilot—one hour each in turbine-powered and piston-powered aircraft certified for acrobatic operations. The piston-powered aircraft must meet the FAA definition of high performance per 14 CFR 61.31(f). Simulator time is acceptable as supplemental but cannot replace actual in-aircraft training. Classes are sized at four FAA Flight Test Pilots. All training facilities must be located in the United States. The contractor provides aircraft, fuel, operational costs, qualified instructors, classroom facilities, training materials including syllabus, and certificates of training upon completion. Student quotas are assigned by the Aircraft Certification Service - Enterprise Operations Division, AIR-900. The FAA will conduct annual quality assurance reviews verifying that training meets identified needs and excludes elements inducing psychological stress, religious content, or lifestyle-changing instruction. Training hours are constrained to a maximum of four hours flight or eight hours ground per day, or ten hours combined, with no training between midnight and 6:00 a.m. Respondents bear all costs associated with submitting a market survey response.
