About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to assess capabilities for providing helicopter field maintenance training services for FAA Airworthiness Inspectors on four aircraft models: Bell 206B, Bell 412, Bell 429, and Bell 407. The training must comply with Air Transport Association (ATA) 104 Specifications and be delivered through an FAA-approved training course under 14 CFR Part 91, Part 121, or Part 135. Key contractor qualifications include maintaining a brick-and-mortar training facility in the United States (preferably within 25 miles of a major airport) and employing professional maintenance technicians with a minimum of five years of industry experience and at least three years of specific experience with each proposed aircraft type, plus three years of instructor experience. The training facility must meet rigorous standards including adequate classroom size, lighting, temperature control (68-74 degrees Fahrenheit), safety compliance with National Electrical Code and National Fire Code requirements, and appropriate noise levels. The due date for responses to this market survey is March 10, 2026, and all questions must be submitted in writing via email to the contracting officer; no phone calls will be accepted.

This procurement is structured as a Firm-Fixed Price Indefinite Delivery/Requirements Type Contract with no designated small business or 8(a) set-aside at this time, though the FAA reserves the right to establish set-asides for small or socially and economically disadvantaged businesses in the final solicitation. Each training course is estimated at approximately 80 hours of instruction delivered on a per-student tuition basis, with the FAA covering all travel and per diem costs for students. Trainees must receive Certificates of Completion in PDF format upon successful completion, and contractors must provide final student grades, attendance records, and completion reports within two weeks of class conclusion. The FAA will assign student quotas through Flight Standards Workforce Development (AFB-500) and/or Aircraft Certification Service Enterprise Operations Division (AIR-900), establishing the demand for training services under the contract. Specific award values and budget information are not disclosed in this market survey notice, as the FAA is still in the early planning stage to assess contractor capabilities and market availability before issuing the full solicitation.
