About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey for replacing the mechanical room flooring at the Guam Combined Center Radar Approach (ZUA) facility in Barrigada, Guam, under the 2022 Bipartisan Infrastructure Law. The survey seeks to identify capable vendors from all business sizes, including large businesses, small businesses, and disadvantaged business types, to provide specialized flooring replacement services. Interested vendors must submit a capability statement detailing their service types, previous contract experience, years in business, and SBA 8(a) certification if applicable. The market survey responses will help the FAA determine whether adequate competition exists to set aside the procurement for small businesses. All submittals must be received by December 30, 2024, at 4:00 PM CST, sent via email to Bryon Nolan with the Market Survey Identifier 6973GH-25-00628.

The procurement does not currently have a specific set-aside designation, with the acquisition strategy to be determined based on market survey responses. The project involves replacing flooring in specific rooms (117, 118, 119, 120, and 141) using specialized epoxy coating systems, with a required completion timeline of 30 calendar days after notice to proceed. The work falls under NAICS category 238990 for All Other Specialty Trade Contractors and will be conducted under FAA escort with strict coordination requirements to minimize operational disruptions. While no specific award value is mentioned, the project is federally funded and requires detailed documentation, including a flooring replacement control plan and Material Safety Data Sheets for FAA approval. Contractors must follow specific technical requirements, such as surface preparation, crack sealing, primer application, and multi-layer epoxy coating installation, with particular attention to environmental and operational considerations.
